Study On The Impact Of Land Resources Misallocation On The Quality Of Economic Growth

Land resources undoubtedly provide strong impetus and guarantee for China's economic growth.However,the characteristics of "high input,high cost,low allocation and low efficiency" of land resource utilization in China are obvious.Under the system background of tax system reform and "promotion incentive" of officials,the land resource allocation model under the long-term leadership of local government has caused the deterioration of land resources mismatch.The wrong allocation of land resources restrains the upgrading of industrial structure,causes the negative externalities of ecological environment and enlarges the income gap of residents,thus hindering the further improvement of China's economic growth quality.Land as an important carrier of economic activities and an important means of investment promotion and capital introduction,improve the state of mismatch of land resources,improve the efficiency of land allocation of resources,help to speed up the economic structure adjustment,promote upgrading of the industrial structure,alleviate the environmental negative externality of production activity,narrowing the income gap and improve the welfare level,thereby improving the quality of economic growth in China.This paper combed and summarized the mismatch of land resources and economic growth quality related research literature,define the mismatch of land resources and the concept of quality of economic growth,and explains the result in mismatch of institutional mechanism of land resources.Then,from three perspectives of industrial structure upgrading,negative externality of ecological environment and income gap,the influence mechanism of land resources mismatch on economic growth quality is analyzed.Finally,using the data of 282 prefecture-level and above urban panel data in 2004-2015,the dynamic panel data model was constructed to empirically test the inhibition effect of land resource mismatching on the quality of economic growth.Perspective based on the land resources mismatch,systematically discusses the effect of its impact on the quality of economic growth,and using SYS-GMM model to estimate method,analyzed 2004-2004,more than 282 local and national city panel data,the empirical study found that:(1)based on the national level,the mismatch of land resources and the quality was negatively correlation with economic growth,showthat land resources mismatch hinder the improvement of the quality of economic growth in China.Because competition fact the objective existence of regional economic development,stimulate the local governments use a low price,a large number of transfer of industrial land use,high price,restrictive for commercial and residential land suggesting impulse of local economic development,thus adversely affect the quality of economic growth(2)based on the level of regional heterogeneity,found wrong matching land resources quality negative influence regional difference of economic growth.The distribution of land resources is the lowest in the east,the second in the west and the most powerful in the middle.Mismatch degree of land resources is closely related to the city's economic development stage,the worse economic development comprehensive force,could lead to local governments are increasingly relying on land distorted configuration in promote economic development,thus aggravating the wrong matching the negative effects of economic growth quality of land resources.(3)based on the temporal heterogeneity,the negative impact of China's land resource mismatch on the economic growth quality in2004-2008 is significantly greater than the impact of 2009 and 2015.However,local governments by introducing industrial bid-winners way,reduce the low added value,high pollution and high energy consumption enterprises to enter the threshold of the industrial park,thus further cause local industry such as weak foundation and quality,affect the development of the economic transformation and the improvement of growth quality.
