Industry is the cornerstone of national or regional economic development.After the establishment of the new China,the economic structure of our country has undergone a huge transformation.As an important part of China's Three Industries,the industrial industry has always played an important role in China's overall economic development.In our country,the Industry starts relatively rate,early development speed of it is slow and the overall industry competitiveness is also very weak,but due to the government emphasis on the development of industrial,it launched a number of policies to promote development,which actively promotes the industrialization development,and causes our country had a rapid development of industry,the overall industry competitiveness has also been enhanced at the same time.However,with the rapid development of China's industrial industry,the problem of huge consumption of resources and environment pollution has gradually begun to emerge.Especially in areas where industrial development has been more traditional,as they are high resource consumption,low utilization rate and weak environmental protection awareness,their environmental problems are more serious today.The vicious development of ecological environment has seriously restricted the sustainable development of regional economy,and in recent years,such phenomenon has not only appeared in local areas,but also in all parts of the country.It is well known that environmental regulation is one of the most effective and targeted solutions to regional environmental problems.However,think about the enterprise production management costs,environmental regulation will directly increase the enterprise cost,reduce profits,make some companies and regional areas ignore the implementation of environmental regulations,then the effectiveness of the environmental regulation is also got at a discount greatly.So when we face the new normal period of comprehensive economic transformation,how to cope with environmental regulation,how to implement the environmental regulation of local government,has become a new thinking direction to improve the competitiveness of regional industrial enterprises.In this paper,I make the integrated use of competition theory,industrial economics theory,environmental protection economics,and sustainable development theory,and combine with factor analysis and spatial econometric analysis,to research the influence of environmental regulation act on regional industrial competitiveness from both theoretical and empirical aspects.Furthermore,the transmission mechanism and practical rules of environmental regulation on the competitiveness of regional industrial industries are also studied.Finally,relevant conclusions and practical suggestions are drawn.They are benefit for improving the development of local industrial industries,and strengthen the integration of environmental regulation and industrial development,and further promoting China's regional industrial competitiveness,realize the sustainable development of regional economy,which has important theoretical and realistic significance.The specific research ideas of this paper are as follows:At first,this article combed the related literature at home and abroad,after summarizing them,to give a clear definition of the concept of environmental regulation and industrial competitiveness.And construct the environmental regulation evaluation index and the regional industrial competitiveness evaluation index according the concept.Secondly,through data processing,the paper calculates the strength of the comprehensive index of environmental regulation and the level of the comprehensive index of industrial competitiveness in every region of China from 2001 to 2015.In this paper,I also applied the analysis method of spatial measurement to analyze the influence of environmental regulation on the competitiveness of regional industrial industries,and obtained the result of existing the spatial correlation between environmental regulation and local industrial competitiveness in China,and draw a conclusion that China's environment regulations had a positive impact on regional industrial competitiveness.This means that the "porter hypothesis" effect may already be in China.At the same time,it is also found that optimizing the economic structure and improving the proportion of industrial industry can enhance the local industrial competitiveness;increasing attract foreign direct investment can also improve the local industrial competitiveness.Moreover,FDI have significant spillover effects on regional industrial competitiveness.Finally,it is concluded that environmental regulation has a positive impact on regional industrial competitiveness,and it is a good news to look for a sustainable development way.If we want to find a better sustainable way to develop local industrial industries in a balanced way and strengthen environmental regulation,we can do that by continuously improving the level of industrial development,vigorously advocate the environmental protection industry,accelerating innovation in environmental governance technologies,reducing the cost of environmental regulation,optimizing the industrial structure,rational absorbing foreign direct investment and so on.
