Research On The Problem Of Henan Agricultural Going Out Under The Background Of "The Belt And Road"

Henan province is a great agricultural province where is the main grain producing area in China.In recent years,with the deterioration of the environment and the continuous progress of urbanization,the area of cultivated land is shrinking and the influence of natural resources such as land is becoming more and more serious.With the general improvement of agricultural modernization level,on one hand,more and more workers engaged in agricultural production are liberated from agricultural production while the contingent of surplus labor force is growing.On the other hand,agricultural science and technology is developing rapidly,and agricultural machinery and equipment have excess capacity.Based on a series of problems to Henan province,such as potential food crisis,surplus labor resources,surplus agricultural machinery capacity and land resources constraints.Some suggestions on how to better "going out" in Henan agriculture are proposed.The two main purposes of Henan agricultural "going out" are that ensuring food security and agricultural machinery production output.Based on these two purposes,it needs for personnel machinery being abroad,engaged in food production,and buying back home,which can be helpful to solve the problems of agriculture in Henan.This paper is divided into six parts:The introduction can be seen in the first part.Through the elaboration of agricultural "going out" research background and significance,this paper puts forward the theme and points out that the "going out" of Henan agriculture is of great significance to the solution of Henan problem.The second part is the necessity and feasibility of Henan agriculture "going out",which contains the potential food crisis,surplus labor surplus,land resource constraints,and agricultural overcapacity;Compared with "the Belt and Road" initiative,Henan agriculture has obvious comparative advantages in agricultural products,agricultural human resources and agricultural machinery,which in turn establishes the feasibility of "going out".The status of Henan agriculture "going out" is written in the third part,which is elaborated from the aspects of agricultural products,agricultural machinery import and export,agricultural foreign investment and labor export.The fourth part is the problems and obstacles of Henan agriculture "going out" and analyzes the lack of a unified coordination mechanism of agriculture "going out",the difficulty of exporting smallscale financing,the obvious cultural differences and communication barriers between the exit personnel and the residence.The fifth part is the countermeasures and suggestions.Based on the previous research,the paper puts forward some pertinent policy suggestions on the problems arising from the "going out" of Henan agriculture,which contains Government's taking the lead in establishing unified coordination department or organization,the setting up of Henan agricultural "going out" special fund is special funds,training for exit personnel,doing better corresponding government service work.The sixth part is divided into conclusions and prospects.It is concluded that some countries and regions along the "the Belt and Road" initiative and Henan have complementary advantages in agriculture,which is of great help to solve the potential problems of food security,agricultural machinery overcapacity and the transfer of surplus labor force in Henan province.Henan agriculture "going out" is not only an effective way to solve internal problems,but also a sharp weapon to participate in international exchanges and competition,which is of great significance.
