A Study On Government's Role In Guangzhou Smart City Construction

At present,"urban disease" is a major problem faced in urban construction and management.In order to solve this problem,smart city was born.Smart city makes the city easy to perceive because there are high-tech applications everywhere such as Internet of Things,cloud computing and emerging information technology etc.Therefore,we can integrate urban resources rapidly so that the city has been becoming more and more intelligent and fine managed.In the future development,smart city will be the new driving force and new form.Due to the continuous development of the city,it has been granted more functions.The characteristics of innovation,perception,decision making and sharing of smart city lead to great changes in urban construction and management concepts.This is the main train of thought for the future development of the city,the objective requirement of the city in the process of transformation and upgrading,and the premise to improve urban quality and thinking.Literature analysis,comparative study,interview and other research methods were used in this paper to study the theories of smart city construction from the perspective of the role of government and further analyze the current smart city construction status in Guangzhou,in order to find out the difficulties and problems at this stage,which mainly showed as: the problems left over by e-government development deeply affect the construction of smart government;lack of guiding policies;deviation of the role of government;the diffusion and ambiguity of construction responsibilities.Based on the above difficulties and problems,by leaning and experience from domestic and foreign cities in the world,the paper aimed to put forward some countermeasures so as to improve the role of government in Guangzhou smart city construction,which include: speeding up the transformation of the role and function of government;optimizing the government behavior in guiding the construction;scientific division of government internal work and responsibilities;strengthen government service concept.
