In recent years,as local government financing platform companies continue to expand the scale of debt,debt risks have gradually emerged.To this end,the policy issued a number of documents to strictly regulate government borrowing platform for debt financing companies to prevent debt risk.At the same time,the tasks of infrastructure construction of local governments are increasing.Under the circumstance of limiting the debt,the contradiction between the construction tasks and the funding gap escalates.In order to properly solve the contradictions,the central government has promulgated relevant policies to encourage the full utilization of social capital,promote the public-private partnership(PPP)model and launch a new financing approach to meet the demands of urbanization demand.The Zhuzhou City CF Group Zhuzhou City is the largest government financing platform for Zhuzhou City,the city has a great impact on development.Therefore,based on the transformation of CF Group in Zhuzhou City,the research on the financing mode of its first PPP project is representative.This paper first introduces the concept of PPP financing model,participators,operational processes and risks in detail from a theoretical point of view,and expounds the whole process of PPP financing mode of operation.After that,based on the transformation of CF Group in Zhuzhou City,this article analyzes the financing situation of CF Group in Zhuzhou City and the necessity and feasibility of adopting PPP financing model.It concludes that Zhuzhou CF Group adopts PPP financing mode not only with policy support but also Can optimize the construction and operation of the project.Therefore,this article takes CF Group A project of Zhuzhou City as an example.By analyzing the implementation process,return mechanism,income distribution mechanism and risk sharing mechanism of Project A,we find that the PPP financing mode needs to be further improved.Provide theoretical basis for Zhuzhou CF Group in the future transformation and operation of PPP financing mode projects,and provide relevant suggestions on the future cooperation between the government and social investors in PPP financing mode based on relevant research conclusions.
