Real estate development industry plays an important role in China's national economy,but the dishonest behavior in its process of development seriously restricts the development of the industry and even the entire national economy.How to regulate the dishonest behavior in real estate industry and ensure its sustainable healthy development has become an issue to be urgently studied.On the basis of the existing research conclusions of real estate industry and other research and analysis related to the industry,this paper sets up the initial system of credit index evaluation of real estate development enterprise,including four first-grade indices(enterprise own credit index,enterprise credit index for government and financial institutions,enterprise credit index for the cooperating organization,enterprise credit index for the owner),thirty-seven second-grade indices and twenty-one third-grade indices.Then it carries on the questionnaire investigation and research;according to the different parts of index targeting on the different groups,this paper respectively designs the questionnaire and conducts four times survey.The data of the four surveys were respectively analyzed by using SPSS software;all the indices whose mean value over 4 were selected,and the meaning of each index was explained.These indices closely combine with the characteristics of real estate enterprises,all things considered.Once again use the SPSS software in the calculation of index weight;calculate the characteristic value of the index to determine the weight of each index.In the credit evaluation model construction of real estate development enterprise,two levels were set up: one-vote veto and comprehensive evaluation.If the enterprise has one behavior which meets the one-vote veto behaviors,it is no longer eligible for evaluation.According to the characteristics of each index,this paper carries on the personalized analysis of each index and elaborates its different evaluation criterion,which satisfies the principle of comprehensiveness,systematicness,scientificity as well as conciseness and practicality formulated by this article.In order to verify the practicability of the credit evaluation model of real estate development enterprises,this paper selects a real estate development enterprise to conduct an empirical study;scoring for its various indices,and ultimately determine its credit level,moreover,it analyzes the credit problems exist in the enterprise and put forward opinions and suggestions for solution.The rationality of the system is proved by the comparative analysis with other studies.This paper further explores the implementation method of credit evaluation of real estate development enterprise.Based on the current situation of market economy development and the stage of credit system development in China,the executor of credit evaluation system of real estate development enterprise is determined to be the government which has coercive force;in the actual operation,it can be authorized to the industry association or the third party agencies,but the government must have control power.From a long-term perspective,with the improvement and perfection of market economy,the executor will gradually change from the government to the market.At the same time of promoting the credit evaluation model of real estate development enterprise,the improvement of some supporting measures should also be taken into consideration to help the model to be applied in the real life successfully.This article expounds from three aspects including the legal system,government regulation and industry association constraints: China's laws and regulations associated with credit are not perfect,improving the legal system is imperative;in the whole process,the government should exert subjective initiative and use the coercive force to accelerate the application of credit model;as the collector and provider of professional knowledge,the industry association should provide advice on the formulation of legal system and the government's decisions.
