Study On The Effect Of Financial Expenditure On Environmental Governance

This paper study on the “environmental control expenditure ”of central finance 211 environmental subjects and local governments financial from 2007 to 2016,analysis China environmental control total expenditure situation and structure situation,and contrast China central finance expenditure with local governments finance expenditure on environmental control.The local governments finance expenditure hold a dominant position on environmental control through data analysis.In order to clarify financial expenditure efficiency on environmental control,this paper apply the DEA analysis and Super-efficiency DEA analysis on the local governments environmental control expenditure,while taking the per capita environmental control expenditure as input indicators.According to the key filed of environmental control expenditure,analysis the investment and efficiency situation through 15 two grade indexes get from pollution reduction,management,ecological protection,forest protection and Environmental monitor.Summarize previous research results,this paper calculate the data from local government fiscal decentralization,economic development level,population density and higher education level,make empirical analysis on financial expenditure efficiency with the local government data from 2011 to 2015.Finally,the article submit five proposals on improving the environmental control expenditure efficiency,according to the analysis above.
