As a foreign policy tool,economic sanction has become a normal behavior in international relations.Academic scholars have different views on the definition of international economic sanctions.This paper emphasizes the political nature of economic sanctions.It defined economic sanctions as sponsors of sanction implement restrictive economic measures to force the target countries to change the original policies and actions,in order to express dissatisfaction with the policies and actions of the target countries and show their strength and preferences to the international community.As a regional integration organization with important influence in the world,the EU has increasingly adopted economic sanctions as a means of implementing its foreign policy since the 1990 s.With the deepening of European integration,The EU 's external economic sanctions have gradually formed it's characteristics: first,the coerciveness of the sanctions and the politicization of the goal;second,EU's external economic sanctions pay more attention to human rights,democracy,terrorism,and in most cases it opposes to resort to military force;third,most EU's external sanctions are targeted sanctions.The EU's economic sanction's motivation includes maintaining its own security,disseminating and defensing EU values,releasing the political signals and displaying the strength of EU.This paper makes a statistical classification of the cases of EU's external economic sanctions,and focuses on the EU's economic sanctions against Russia.The economic sanctions against Russia are divided into three stages: the first stage is the origin of the Ukraine crisis and the EU's economic sanctions against Russia,which is characterized by the European Union's support and cooperation with the United States sanctions.In the second stage,the EU increased economic sanctions against Russia,and the strength of the sanctions was transferred from symbolic to substantive,and the EU became the main force of sanctions.The third stage is that EU prolonged against Russia.This paper analyzes the factors that affect the EU's external economic sanctions and the effectiveness of EU's economic sanctions against Russia by qualitative analysis.EU sanctions against Russia achieved the expected goal partly,namely the sanctions had directly effects on Russian economy,and triggered a chain reaction,but economic sanctions has also had a negative effect on the EU itself and increased the EU-Russian political conflict...
