Local Government Implementation Of Precise Poverty Alleviation Policies

Since 1949,China's economic and social development has faced a dilemma--poverty,poverty reduction and even poverty eradication are the major issues of common concern and research of the whole nation.In November 2013,general secretary xi jin ping made his first important instruction on "seeking truth from facts,local conditions,guidance and targeted poverty alleviation" for the first time in xiangxi,hunan province.Precise poverty alleviation idea is put forward for a period of time to come to our country current and even important to guide the work of poverty alleviation,the local government in precise poverty alleviation policy research to our country poor governance is of great strategic significance.The process of targeted poverty alleviation mainly includes five aspects: policy formulation,policy implementation,policy evaluation,policy termination and policy supervision.Policy implementation refers to the process of transforming policies from theory to reality after the formulation of targeted poverty alleviation policies.Whether the targeted poverty alleviation policy can be fully realized and meets the target of policy makers is the key to whether the policy implementation can be successfully completed.This paper takes Chengdu city of Dujiangyan as the research object,from the perspective of policy implementation of precise poverty alleviation policy of Dujiangyan City,Dujiangyan City,a comprehensive interpretation of the implementation of the policy for the precise poverty,the policy implementation process that the precise poverty problem encountered in the process,for further precise poverty to provide reliable basis to adjust and perfect the policy.Through the investigation on the spot,it is found that the actual implementation of the precision poverty alleviation policy in Dujiangyan is not ideal.Specific performance in a precise poverty alleviation policy is not perfect;the two is the government led "blood transfusion" poverty means a single,leading to poverty phenomenon;three is the precise poverty object education level is generally low,active participation in poverty alleviation accurate degree is not high,resulting in a poor four is difficult to help the local government poverty alleviation mainly;under higher pressure,and aid to the unit itself the task is heavy,leading to more precise poverty alleviation in the form of walking.Relying on Smith's policy execution model,this paper respectively from the policy implementation process involves four major factors: idealized policy,actuators,target group,to analyze the relation between environmental factors and four dujiangyan precision problem encountered in the poverty alleviation policy implementation,and puts forward corresponding Suggestions.
