Study Of The Plight And Solutions Of Targeted Poverty Alleviation Policy Execution By P Government

Poverty problem has long been a hot spot and key issue which world's governments and academic community have concerned about.Researchers of countries have conducted discussions,studies and considerations focusing on how to solve the poverty issue from different perspectives.As a country with a large population,China has a large number of impoverished people and the poverty problem is getting acute.In addition,the base number of poverty alleviation work is not clear and poverty-relief work is not highly targeted.It was not until November 2013 that general secretary Xi Jinping first proposed the idea of “targeted poverty alleviation” during his inspection in Xiang xi,HU Nan Province.The idea includes accurate identification,targeted assistance,precise management and other aspects,and also covers a series of requirements such as precise delivery,efficient implementation and accurate feedback of poverty alleviation policy.In recent years,under the correct guidance of the idea of targeted poverty alleviation,the policy of lifting out of poverty has been effectively implemented,poverty alleviation has achieved remarkable effects,and successfully helped enormous impoverished people to get rid of poverty.But there were also many problem exposed in the process of policy implementation.In some areas,there are various undesirable situations as follows: numbers out of poverty,procedural alleviation,dislocation of poverty alleviation,surface poverty alleviation,poverty alleviation with minimum security and poverty alleviation by donation,which make anti-poverty practice deviate from its original track,emerge such problems as implementation deviation,ministration,imprecision,and inaccuracy,and land poverty alleviation work in deep trouble.Therefore,it is an urgent and important work for us to timely discover,investigate,analyze and get rid of these dilemmas.In particular,it is of great importance to take great efforts to maintain the success of poverty alleviation,consolidate the achievement of anti-poverty work in the long term and solve relative poverty in the future.Based on the theory of public administration combining the theoretical model of policy implementation,this paper takes P county as the research subject to analyze the deviations and problems in the implementing process of targeted poverty alleviation policies at the county level.On the one hand,the author analyzes and evaluates the policy results which have been conducted,finds out problems and provides advice.On the other hand,the author affords experiences and thoughts for maintaining the fruits of poverty alleviation in the later period,dealing with relative poverty and promoting rural revitalization.The main content of this paper includes: narrating the background and meaning of this paper,combing the present research status at home and abroad,and proposing the main research methods;setting forth the concepts of targeted alleviation and policy implementation,studying and exploring the idea of targeted alleviation,the stakeholder theory and collective action theory;according to the research and analysis of measures and effects of implementing targeted poverty alleviation policy in P county,there is a certain deviation in the process of policy implementation,leading to difficulties in enforcement at some levels;collating various difficulties in the implementation of the targeted poverty alleviation policy,and analyzing the reasons from the aspects of unsound scheduling mechanism,lack of internal driving forces,inadequate policy implementation,insufficient preliminary preparation,formalized process supervision,and undynamic performance evaluation.On the basis of the above,the author offers relative solutions.The author holds that in order to eliminate these disadvantages in targeted poverty alleviation and lift out of the practical dilemmas,it must optimize and innovate the working mechanism of poverty alleviation,improve the training and management of relevant personnel,emphasize the employment of two-pronged strategy to help the poor with knowledge and ambition to pursue better life,adequately create preliminary conditions for policy implementation,realize effective and controllable whole-process supervision,and put the performance evaluation into practice precisely.Finally,based on summarizing the previous research points,the author proposes some assumptions and suggestions about the scientific character of maintaining achievements of poverty alleviation,addressing relative poverty,deeply implementing rural revitalization policy and promoting the sustainable and healthy development of economy and society in P county.
