Enterprises are the main body of innovation and undertake the important task of social technological progress.Independent innovation is an inexhaustible motive force for a country to achieve prosperity and prosperity.China has put forward the strategy of "developing the country by science and technology".R&D activities as the most important way of technological innovation have attracted much attention.This paper focuses on the two main bodies of R&D activities--enterprises and government,whether the government R&D funding can bring about the improvement of technological innovation and R&D capability of enterprises.It has important practical significance to improve our government's R&D subsidy effect and enterprise's R&D output efficiency.First of all,this paper reviews the existing literature,finds the breakthrough point of the research,integrates R&D input and R&D output to investigate the R&D efficiency of the enterprise,and focuses on the impact of the government R&D research and development funding on the enterprise.Then,starting with the basic theory of the government R&D,the three points of the government individual difference and the moderating effect of intermediary variables on the effect of the government's R&D support are put forward.On the hypothesis.Secondly,this paper analyzes the research and development of Industrial Enterprises above scale in China and the current situation of government funded R&D by descriptive statistics.It is found that the efficiency of R&D efficiency exists between input and output,and the government R&D support has obvious preference.Thirdly,this paper selects the statistical yearbook of China's industrial enterprises' scientific and technological activities,and uses the DEA(data envelopment method)to calculate the R&D efficiency of 30 provinces in China from 2009 to 2015.The results show that the average annual comprehensive efficiency of R&D in China's industrial enterprises is 7,which is 0.637,far from the best efficiency frontier.In addition,there are also the following findings: the pure technical efficiency in China is higher than the mean value of the comprehensive efficiency higher than the average of the scale of technical efficiency;the DEA efficiency of R&D has an uneven distribution of regional distribution,and in general,the gradient decreases from the east to the West.Lastly,this paper integrates heterogeneity characteristics and mediating moderator variables to further analyze the effect and influencing factors of government R&D funding.Through the establishment of the panel fixed effect model and the interactive regression method,the empirical study found that the incentive effect of the government R&D funding to the R&D investment of the enterprises is 0.688,and the individual differences in different enterprises will lead to the government funding for the extrusion of the enterprise input,but the minimum incentive effect after the extrusion is still 0.496.It is also found that intermediary variables such as social R&D activity can significantly affect the efficiency of R&D of enterprises.The higher the activity of social R&D is,the more conducive to stimulate the externality of technology research and development,and to promote the exchange and communication of technology among enterprises.Therefore,as the main body of technology research and development,the enterprise should improve the level of its knowledge stock.The government should do less to support the preference and strengthen the discriminative ability of the innovative enterprises.Stimulate the active level of R&D in general society,so as to improve the efficiency of technological innovation of Chinese enterprises.
