Government R&D Subsidized Technology For High-Tech Enterprises Research On The Impact Of Innovation Efficiency

The 19 th national congress of the communist party of China clearly pointed out that "innovation is the first power to lead development",and enterprises are the main body of innovation activities and shoulder the important task of social and technological progress.As the most important way of scientific and technological innovation,R&D activities have attracted much attention.In order to mobilize the initiative of enterprises in independent innovation and enhance the innovation consciousness and ability of the whole society,the Chinese government provides financial support and preferential tax policies for enterprises' R&D activities.Especially in recent years,with the rapid development of China's social economy,the government pays more attention to the progress of science and technology and the improvement of independent innovation ability,and the support for high-tech enterprises is also increasing.The number of r&d personnel in the high-tech industry and the number of patents applied or owned by enterprises are both increasing.However,China's independent r & d innovation capacity is far from enough to meet the level of China's economic development.In addition,there are still many problems related to technological innovation,such as low innovation achievement conversion rate,low capital utilization efficiency,and serious lack of national core technologies,which need to be further explored.In order to explore the influence of government R&D for enterprise technological innovation efficiency more effective,this article will research and development expenditure and R&D output are included in the research framework,and selected domestic high-tech enterprise in 2009-2016 panel data as samples,the covered region a total of 25 provinces,municipalities directly under the central government,the industry for 32,438 sample data,on the basis of reference to existing literature,through the theoretical analysis,DEA efficiency measurement method and empirical analysis research,comprehensive to explore the government's R&D funding for the influence of the technological innovation efficiency of high and new technology enterprise.Firstly,descriptive statistical analysis is conducted on variables such as internal and external expenditures of R&D funds,government R&D subsidies,enterprise patent output and human resources in each region.Secondly,DEA efficiency is calculated for the R&D innovation efficiency of each region in the interval,and the efficiency value of each region in the interval is obtained.Finally,this paper selects the value of innovation efficiency in each region of the region as the explained variable,and takes the enterprise R&D expenditure,enterprise human resource input,enterprise scale,return on assets and enterprise export value as the explained variables to construct the regression model of the influence of government R&D funding on enterprise innovation efficiency.The research results show that: first,the government R&D subsidy will indeed promote the increase of R&D input and output of high-tech enterprises.Second,there are regional differences in the technological innovation efficiency of domestic high-tech enterprises.The increase of r&d expenditure does have a positive impact on the technological innovation level of enterprises,but other factors besides r&d expenditure will affect the technological innovation efficiency of enterprises.Third,government R&D subsidies have a significant positive impact on high-tech enterprises with high profitability,but efforts are still needed to promote their innovation potential.In this regard,this paper believes that in order to promote the improvement of the overall scientific and technological level of society and the improvement of the innovation efficiency of enterprises,the government should continue to increase the input of research and development funds,and continue to strengthen the positive impact of government R&D funding on the research and development input and output of high-tech enterprises.Each region should adapt itself to local conditions,give full play to its advantages,strive to raise the level of scientific and technological development in each region,establish a regional system of technological innovation,and raise the level of China's regional economic development.
