Though the HT metrological verification system is in the advanced level,the management level of schedule management is relatively low.Because the effectiveness of schedule management is a key factor for the completion of the project,the PSM(Project Schedule Management)can relate to the success or failure of the entire project.That is why research of PSM is of great importance.In this the paper,based on the background of national defense metrology testing equipment needs,HT metrological verification system of the schedule management is studied.Firstly,we review the basic principle of the project schedule management and its related theories,and mainly discuss the content and the main method of critical chain technology.Secondly,based on the main content of the HT metrological verification system development project and its characteristics,we study the organizational structure and the progress of the whole project,determine the current status of schedule control and analyze the existing problems when we are managing the schedule for the projects.Through the analysis,we find the problems such as resource conflicts,redundancy of forecasting time and progress control are weak for the schedule management of the HT metrological verification system development project.To address these issues,we propose to use the key chain technology in the progress plan to solve the problems for the controlling of the schedule.Again,combining the key chain theory with the development process of the HT metrological verification system,we develop and apply a key chain model that fit the development project of the HT metrological verification system.We can set up it by determining the key chain and set up the buffer area.In the project schedule control,in addition to buffer management to control the project progress management,we also make improvements from the organization structure optimization,establishing incentive mechanism and taking corrective action,etc.Finally,after using the critical chain technology to optimize the HT metrological verification system development project,we compare and analyze with the original schedule scheme and verify that the critical chain method not only can solve the problem of resource conflict,at the same time it also can improve the efficiency of project development.For similar measurement test development project schedule management and control has a certain reference.
