With the progress of modern science and technology and global economic integration,in order to improve the whole development of the logistics industry provides a new opportunity,also make great contribution to drive regional economic development.The economic benefits of its level of competitiveness of logistics enterprises and regional has great promoting role in the development of other industries,thus to evaluate level is crucial.In 2009,the state council promulgated “The logistics industry adjust and revitalization plan”.To promote logistics industry cluster and improve the urban logistics industry development,the Zhengzhou city set in 21 cities,as a national logistics node city,and demanded that the city logistics node according to its present situation,characteristics,function orientation to take steps to improve the comprehensive competitiveness of regional logistics,to drive the regional economic development.Thus,in this paper,according to the geographical division,respectively from the eastern,central and western chose Shanghai,Zhengzhou and Xi'an city with empirical study,and then the evaluation results of Zhengzhou city and comparing with the results of Shanghai and Xi'an,and concrete analysis and comprehensive evaluation of logistics industry cluster competitiveness situation of Zhengzhou city.First of all,based on the understanding of logistics industry on the basis of the development course and the national policies,summarizing the domestic and foreign research status que of logistics industry cluster competitiveness and cloud model,clearing the purpose of this study and research methods.Second,defining the related concepts of logistics industry cluster competitiveness and cloud model,the related theory of logistics industrial clusters competitiveness and the concept of cloud model,the evaluation method was summarized and comb,for regional logistics industry cluster competitiveness evaluation theory.Again,building a comprehensive evaluation of logistics node city logistics industry clustercompetitiveness cloud model,giving the specific steps,and follow the principle of the selection of evaluation indexes,the resources and environment,public facilities,The government role and market ability and the enterprise cluster cooperation ability five aspects such as the establishment of a scientific,operational regional logistics industry cluster competitiveness evaluation index system.Then,through improved Delphi method empowerment cloud model,The establishment of evaluation index system of regional logistics industry cluster upgrade is given on the basis of the index weight of Zhengzhou city,Shanghai,Xi 'an.Then,with the example of Zhengzhou city as an example,the authors,using cloud model and MATLAB software to deal with the collected data,analyzing the Zhengzhou city logistics industry cluster competitiveness evaluation results,and Zhengzhou city state and Shanghai and Xi'an logistics industrial clusters competitiveness.Finally,combined with the characteristics of Zhengzhou,and based on the results,putting forward some countermeasures to improve logistics industry competitiveness of Zhengzhou city.Using cloud model to state a national logistics node city logistics industry cluster competitiveness evaluation,and overcome the past to determine evaluation index weights.The subjectivity of the effective implement conversion between qualitative index and quantitative index,making the evaluation results more accurate,intuitive,and for logistics planning and decision support of the government,for Zhengzhou city play a role in promoting economic development,accelerate the development of Zhengzhou city logistics industry cluster,and for other logistics node city logistics industry cluster competitiveness evaluation and provide the corresponding reference.
