The Asia-Pacific region has been the fastest growing area in the world in recent years.Over the last decade,countries that previously had the United States as their major trade partner—countries such as Japan,South Korea,Australia,and the Philippines—now have China as their leading trade partner.The United States is still an important market and leader of the world economy,but China is the economic center of Asia.Hence the United States is losing its economic dominance over the region.Since the global financial crisis as well as the failure of the Doha Round,regional economic cooperations led by East Asia have emerged.The fast pace of regional economic integration might cause the transitions in trade.States that are outside the integration can be marginalized.Bush's government put forward the FTA strategies in confront of these risks.During 2011,The U.S.“pivot” or rebalance towards the AsiaPacific region,under the Obama Administration has implied America's determination on this issue.Since the U.S.joined and promoted TPP,and China put forward Beijing Roadmap for the realization of FTAAP,the ecomonic competition between China and U.S.has transformed into a competition on rule-making.The regional and bilateral freetrade agreements they participate in are the manifestation of the competition and a way to acquire leadership in the new round of international trade rulemaking.We can see,by analyzing the FTAs the two states participate in,that China advocate flexible trade rules that emphasize national strength and economic growth of developing countries.In contrast,trade rules pursued by the U.S.featuring TPP and other U.S.-led bilateral trade arrangements are high-standard,ambitious,comprehensive agreements.The U.S.is dedicated to eliminating trade barriers,establishing comprehensive and high-standard free trade in services as well as further open-up in this region.The strategic consideration of the United States is to balance of the rise of emerging countries and restore the leadership of himself in the region,while China aims at testing its own capability of further open-up and seeking a stable and friendly environment for China's economic development.The competition on rulemaking between China and the U.S.can bring uncertainty to the region and make the way to FTAAP more complex and diversified.Middle countries in the region might fall in the predicament but benefit from the competition at the same time.The impact of the competition on China-US bilateral relations hinges on the interaction of the two states.Absolute balancing towards the rival will lead to conflicts while a benign control of the competition,especially by keeping up the compatibility of two trade systems can improve the regional governance and promote the well-being for states in the region as well.
