Since the beginning of the new century,with the rapid growth of China's foreign trade and the increase in overall economic strength,there has been some conflict between excessive development of export trade and environmental protection.The CPC 's "Nineteenth National Congress" proposed to "win the war of environmental protection and improve the quality of economic development." This made the contradiction between the rapid growth of China's foreign trade and environmental protection become the focus of attention in recent years.This article believes that the rapid growth of China's export trade will cause environmental degradation mainly due to the following reasons: China's export trade mode is relatively extensive,current pollution penalties are relatively low,export commodity prices are not true,and government policies are ineffective.This article also believes that the internalization of the environmental costs is the fundamental method to resolve this contradiction.The article believes through empirical analysis and cost structure analysis that although the internalization of the environmental costs will weaken China's export trade comparative advantage,but its positive effect is greater than the negative role.In the long run,it is beneficial to the further development of China's export trade.In order to play the positive role of the internalization of environmental costs in a better way,China should vigorously develop export-oriented environmental protection industries,take measures to upgrade the environmental standards and environmental competitiveness of China's export products,increase the level of government investment in pollution control in export enterprises and strengthen international cooperation with other country in this area.
