The Financing Research On Infrastructure Construction Of Zhuhai Fushan Industrial Park

During the period of 12 th Five-Year in China,the urbanization has accelerated.The government's support for urban development can be reflected in the funding for urban construction.Relative to the strong investment demand,the local government's ability to raise funds has become weaker.When the scale of financing growth is smaller than the scale of investment growth,the balance between the supply and demand will tilt.The shortage of funds for infrastructure construction has become the biggest obstacle to regional economic and social development.Nowadays,under the condition of limited financial resources,how to raise funds for infrastructure construction has become one of the urgent problems to be solved.The industrial park has become the supporter of the development of the industry and the construction of a new urban area,the gathering place of production factors and the important economic growth pole.In the premise of limited financial resources,according to the local government's reality,how to promote rapid,healthy and coordinated development of Industrial park is an important problem for every builder to think over.This thesis takes Zhuhai Fushan Industrial Park as an example,according to the experience of domestic and foreign infrastructure construction financing,makes comprehensive use of field investigation,literature research and other methods to explore the current situation of Zhuhai Fushan Industrial Park infrastructure construction financing problems and puts forward the countermeasures to solve the problems.This thesis is divided into five chapters.The first chapter puts forward the research background,significance,financing mode of domestic and foreign theoretical analysis and research method.The second chapter researches core concepts and infrastructure construction financing development in China.The third chapter analyzes the development of Zhuhai Fushan Industrial Park infrastructure construction financing and makes comparative analysis of various financing modes.The fourth chapter analyzes problem and reason of Zhuhai Fushan Industrial Park infrastructure construction financing.The fifth chapter analyzes Zhuhai Fushan Industrial Park infrastructure financing countermeasures.The study finds that Zhuhai Fushan Industrial Park infrastructure financing to promote PPP mode mainly has the following problems: the project is not very attractive because the return on investment can not reach an agreement;construction funding gap is wide;there are legal obstacles of the use right of land income;operation procedure of PPP project is complex;supporting regulations and mechanism are not perfect and so on.In view of these main problems,this thesis puts forward some concrete countermeasures and adopts the mode of government purchasing service to carry out primary land development and infrastructure construction.Problems of Zhuhai Fushan Industrial Park infrastructure financing to promote the PPP mode are universal in the field of infrastructure construction financing in our country.This thesis puts forward the feasible financing strategy to help Zhuhai Fushan Industrial Park infrastructure financing to seize development opportunities and provides the enlightenment for China's similar regional infrastructure the construction of financing.
