The Research On The Mechanism Innovation Of Qinghai Provincial Spatial Planning Compilation

China's current planning system plays an important role in guiding the development of economy and society,but there are inconsistencies among various types of planning.The Third Plenary Session of the 18 th Central Committee of the Communist Party of China put forward “the establishment of spatial planning system”,China's provincial spatial planning pilot work has already launched.Therefore,the research on the mechanism innovation of spatial planning has important theoretical and practical significance.The theoretical basis of the research is established by analyzing the fusion point of Mechanism Design Theory and the mechanism innovation of spatial planning.The paper analyzes the basis of provincial spatial planning in Qinghai Province,and points out that there are some problems such as lack of laws and regulations,insufficient consensus among departments,different departmental interests and control models,low approval efficiency,and lack of planning evaluation and supervision mechanisms.The paper builds the KMRW reputation model by the Mechanism Design Theory,and tries to explain the problems existing in the current mechanism by the Game Theory,it points out that the game times,information asymmetry,rewards and punishment mechanisms of various stakeholders have important influence on the spatial planning compilation of Qinghai Province.Aiming at the existing problems and combining with the results of game analysis,this paper draws lessons from domestic and foreign spatial planning compilation,and puts forward some suggestions based on the principles of improving information efficiency and promoting incentive compatibility,from the aspects of perfecting the rule of law guarantee,perfecting the evaluation mechanism,optimizing the spatial planning compilation,strengthening the mechanism of public participation,forming a clear reward and punishment mechanism,establishing the supervision and examination mechanism,and improving the accountability mechanism,this paper puts forward some suggestions for the provincial spatial planning compilation mechanism in Qinghai province.
