| After a long period of development,the implementation evaluation of China's general land use planning and urban master planning have formed a relatively complete evaluation system.However,under the background of building a unified land and space planning system in China,there were still some limitations and incompatibility in the evaluation methods and contents.Therefore,Xiangshan County was used as the research area in this paper,and several methods of quantitative calculation,time-space comparison,GIS and big data analysis were used to evaluate the implementation effectiveness of the general land use planning,the urban master planning,and the current status of the development,protection and utilization of land and space under the guidance of various space planning.Also,the problems in results and process of implementation were analyzed and suggestions were put forward to provide reference for the land and space planning of Xiangshan County which is currently being compiled.Meanwhile,by summarizing the empirical experience of Xiangshan County's planning evaluation,the construction of a scientific,effective and universal appraisal system of county-scale land and space planning implementation were explored,so as to provide a reference for the land and space planning implementation assessment of other cities and counties.The main contents and conclusions of this paper included:(1)Evaluation of the implementation of the general land use planning in Xiangshan County: on the basis of index analysis,the landscape pattern analysis and GIS spatial analysis were used to evaluate the implementation results and implementation process of the land-use general planning of Xiangshan County.The results showed that the general land use planning of Xiangshan County had achieved good results,the resource allocation and utilization of Xiangshan County were effectively guided and constrained,the land use pattern and landscape ecological pattern of Xiangshan County were improved.But many problems were reflected.Firstly,the limitation of the scale of construction land has been broken,which willinversely influence future development.Secondly,the quality of cultivated land has declined due to reasons such as "occupying paddy fields but supplying dry fields".Thirdly,the wetland ecology has been damaged by the construction of the sea to some degree.(2)Evaluation of the implementation of the urban master planning in Xiangshan County: on the basis of index analysis,the mathematical model calculation and GIS spatial analysis were used to evaluate the implementation results and implementation process of the urban master planning of Xiangshan County.The results showed that the urban master planning of Xiangshan County has been well implemented,the living standards of residents have been improved,the infrastructure has been effectively constructed,the urban development space has been rationally optimized,and environmental governance and ecological protection have been vigorously implemented.However,some problems were existed in the development of urban and rural areas and the spatial layout of the city.The imbalance between urban and rural development was prominent,and the economies of scale of construction land needs to be improved.(3)Evaluation of the the current status of the land and space development,protection and utilization in Xiangshan County: using the horizontal comparison of indicators and big data analysis methods,the current status of the development and protection of land and space in Xiangshan Country were evaluated from six counties of innovation,coordination,green,openness,sharing,and security.The results showed that the baseline control of Xiangshan County was effective,and the protection of cultivated land and permanent basic farmland have been in place,with emphasis on ecological protection and a good ecological environment.Better conditions for opening cities and towns to the outside world have been created by the rapid development of urban-rural integration and rich tourism resources.However,further improvement of urban and rural infrastructure construction,urban innovation and green development is needed.(4)Construction of the evaluation system for the implementation of thecounty-scale land and space planning: on the basis of summarizing the empirical advantages and shortcomings of Xiangshan County's evaluation,a preliminary construction of the county-scale land and space planning implementation evaluation system was established to evaluate the consistency and effectiveness of the implementation of land and space planning with multiple angles,levels,and dimensions.It mainly included: the evaluation content of the land and space planning implementation from the implementation results and process was reconstructed;the index system for planning implementation of result and process evaluation was constructed on the basis of optimizing the current land and space planning implementation evaluation indicators;and the land and space planning implementation method system was improved from the aspects of qualitative and quantitative analysis as well as spatial information visualization.(5)Suggestions for the preparation of the land and space planning of Xiangshan County.Firstly,the comprehensive improvement of land in the whole region needs to be strengthened,and the "occupying paddy fields and supplying paddy fields" policy needs to be implemented,to ensure the reserve resources of cultivated land.Secondly,the settlements of rural need to be accelerated,and the stock and low-efficiency development and utilization rate need to be increased,to ensure the sustainable development of the county.Thirdly,the barriers for urban and rural development need to be broken,to promote the allocation of public service resources to remote villages and towns,and to accelerate the integration of urban and rural construction.Fourthly,the investment in innovation needs to be increased,to encourage enterprises to transform and upgrade,to reduce resource consumption,and to enhance green development capabilities.(6)Innovation and deficiency: from a systemic and scientific perspective,the evaluation index system of the implementation results of the county-scale land and space planning was improved in this paper,and the evaluation index system of the implementation process of the county-scale land and space planning was first attempted to be constructed.At the same time,scientific methods such as modelcalculation,big data analysis and spatial visual expression were proposed to be incorporated into the evaluation method system of county-scale land and space planning implementation.However,due to the objective factors such as difficulty in obtaining data,the spatial conformance evaluation of the general land use planning and urban master planning in Xiangshan County was not deep enough,and there was a lack of quantitative evaluation of the planning implementation process.In addition,the scientific and effectiveness of the implementation of the evaluation system for the implementation of the county-scale land and space planning need to be verified in practice. |
