Research On The Bidding Procurement Evaluation Model Of PPP Project Concession

As an mode of government and social capital cooperation in infrastructure construction,the PPP mode is increasingly concerned by the state and society.The PPP project concession bidding procurement is the manner in which the government chooses appropriate social capital.There are very big difference between public bidding evaluation model of PPP project and general project bidding procurement.To improve bid assessment model of the PPP project bidding procurement is the foundation of the PPP project smooth implementation and guarantee.In this paper put the PPP project bidding procurement as the main research direction,combined the characteristics of PPP project with actual investigation,make theoretical and practical research of the evaluation model of the PPP project procurement.Through field investigation and literature reading,analyzing bidding process of the PPP project in China.Summarized the four major factors affecting the PPP project evaluation,namely commercial,technical and financial condition and complex situation index.Set up a set of PPP bidding evaluation system,including business indicators,technical indicators and credit indicators and bidder union situation of four categories.It can better comprehensive evaluation index system of the bidder.Using analytic hierarchy process to subjective empowerment of index system,using the information entropy method to weight of index system,integrating subjective and objective weights is established the evaluation model of Grey association analysis based on the combination weights.Finally,the bid assessment case of a PPP project evaluation of Dalian City will build the evaluation model based on research the Grey correlation analysis with the combination weight for applied.It is proved that this model can be well suited to PPP project bidding,feasibility and practicability of the model was verified.
