Now,the situation of water environment in China is worsen,like unevenly distributed resources,the shortage of fresh resources and pollution,both threaten the living security and social stability.Thus,it requires to be effectively governed.Thus,we mainly use pollutant total amount allocation to deal with water environment,and to a certain extent,effectively curb the worsen trend of water environment.However,the target is far from the improvement of the environmental quality.As we know,initial allocation scheme reasonable directly affect the effectiveness of water pollution control work.Therefore,to explore the way of total pollutant load allocation has been the research focus of environmental problems in China.However,most previous studies total pollutant load allocation from the national level,but the distribution strategy of provincial level will directly affect the entire country's environment to improve the situation,so this thesis will take Hubei Province as the research background,in-depth study on the way of the distribution of water pollutants,aims to find the shortcomings of initial distribution,and to provide suggestions to optimize the path the content of this article includes the following aspects:First of all,this thesis use the environmental monitoring report data to analyze the status of water pollution in Hubei province,and the result showed that there are many problems in Hubei Province,such as the lack of water resources,the reducing water area,further deterioration of water quality.But the official report shows that the total pollutant emission was controlled,and mainly use proportional reduction method.In order to further reveal these problems,this thesis evaluated the efficiency of the initial allocation scheme,and found that the efficiency is too low to deal with the problem,which cause the conflict between economic growth and environmental quality improv-ement.Therefore,it is necessary to optimize the initial scheme of total pollutant distr-ibution,and to achieve a win-win situation of water environmental quality improvem-ent and rapid economic growth.Secondly,taking into account the existence of subordinate feedback regulation mechanism in the process of design,may cause the initial allocation scheme in the optimization process,will aggravate the conflict of interests between regions,leading to the optimized allocation scheme is difficult to implement.In view of this,this study constructs the game model,to analyze the optimization process of water pollutant total amount allocation.The results showed that the reduction coefficient of regional increase efficiency,cut the relationship between communication cost coefficient and cost coefficient,has a direct influence on the evolutionary stable strategy.After several rounds of the game from the reality of the situation,the cooperation situation can effectively play the advantages of cooperative governance,more beneficial to promote the improvement of water environment quality and pollution control technology.Therefore,the analysis of the evolutionary stable strategy of optimization of reference and guidance.Finally,by combine the game theory and data envelopment analysis,this thesis constructs the optimization model taking into account the principle of fairness and efficiency.By solving the optimization scheme of the total distribution of the corresponding mathematical programming methods,to not affect the lower level of regional economic development at the same time,as much as possible to improve the water pollutant emission efficiency.And aiming at the implementation process of the problem,put forward the corresponding policy recommendations,in order to provide theoretical support for the implementation of the allocation scheme of the total pollutants in Hubei province.
