Research On Chinese Lightning Protection Management System

Lightning protection has become an urgent social demands owing to the destructive effect of Lightning disaster.Although lightning protection has achieved initial success in our country,the disadvantages of the current management system of lightning protection appeared gradually,and social contradictions has intensified,with the prosperity and development of the socialist market economy.It is necessary to seek to change and breakthrough on the management concept.Since 2015,under the impetus of the government leading and reversed transmission of the problem,the lightning protection management reform implemented gradually.In the process of transforming the government function a series of problems has appeared to be solved,such as,the function of lightning protection,the reform countermeasure of lightning protection management,the governance of the intermediary institutions in lightning protection,etc.Hence the problem and cause of Chinese lightning protection management is analyzed,and combined with related theories of public management,the direction and path of improving the lightning protection management is proposed.First of all,the general situation of Chinese lightning protection is introduced.Case study on the practice of Zhejiang was used to analyze the management status of lightning protection,respectively from five aspects:the reform situation of lightning protection institutions,the lightning protection testing qualification management,lightning protection testing services market,lightning protection supervision and lightning protection services review survey.Secondly,based on the analysis of the present status of Chinese lightning protection management,the problems existing in the management of Chinese lightning protection is analyzed from five aspects,and the cause of these problems are presented:the undefined responsibility division between government and enterprise,hindered by the traditional management philosophy,excessive intervention causing the rent-seeking,market mechanism function hindered by the current system,incomplete transfer of the management responsibilities between the government and intermediary organizations.Finally,combining with the theory of government function positioning,the competent department's responsibilities of lightning protection is presented.Then according to the governance theory,a multi-governing of lightning protection system is proposed,which is composed with the government,intermediary organizations and the market entity.The management responsibility of each subject and the reform measures are analyzed as well.
