Measurement Of Factors Allocation Efficiency Of Manufacturing Industry In Gansu And Its Influencing Factors

Manufacturing industry is the key industry of Gansu province.Promoting its transformation and upgrading,increasing productivity is the only way for Gansu’s economic development to a new level,factor allocation efficiency is an important factor of productivity change.The development of Gansu’s manufacturing industry has made great progress but still faces a series of problems,such as unreasonable allocation of factors,the development of new industries,backward production capacity can not be withdrawn from the market in a timely manner.Based on the literature review,this paper systematically expounds the factors that affect the efficiency of the allocation,the capital and labor price,the structure of the factor input,the industrial structure and the government’s intervention to the enterprise play a leading role.Then,the stochastic frontier analysis method based on the logarithmic production function is adopted,by decomposing the TFP growth,the growth of technological progress,technical efficiency and scale efficiency are obtained.The results show that since 2000,technical efficiency and scale efficiency is increasing year by year,the allocative efficiency is in fluctuation,showing obvious structural effects.At the same time,technological progress and the improvement of the allocative efficiency have a positive effect on total factor production.The study on the main factors affecting the allocation efficiency by using the generalized difference model of Dynamic Panel Data shows,the irrational structure of the manufacturing industry has affected the efficiency of the allocation,and the government’s intervention factors has caused a slight negative impact.Therefore,Gansu province should increase the introduction of foreign investment,promote the rational flow of capital,accelerate the upgrading of the industrial structure transformation,upgrade of traditional manufacturing industry,develop the strategic emerging industries,to achieve sustained,stable and healthy development of the industrial economy during the new period.
