With the past 40 years of reform and opening up,China's economy has continued to grow at a rapid rate,energy consumption has continued to rise,and the contradiction between energy supply and demand has become increasingly prominent.Energy is important input factor in the production activities,and plays a huge role in the Chinese economic development.China's high-quality economic development needs to ease the contradiction between energy supply and demand.China's fossil fuel based energy consumption structure can't be changed,improving energy efficiency and rationally allocating energy,energy supply and demand conflicts can be effectively alleviated.Energy efficiency indicate the degree of energy efficient use.Energy shadow price indicate the predicted price when energy is reasonably allocated.Therefore,a scientific and systematic study on Chinese provincial energy efficiency and energy shadow price,to investigate the structural characteristics and the regional differences of energy efficiency,analysis the reasons for restricting the improvement of energy efficiency is not only an objective requirement for building a clean,low-carbon,safe and efficient energy consumption system,but also an inevitable choice for achieving high-quality and sustainable development of the Chinese economy.Based on the analysis of China's provincial energy status,this paper selects energy consumption,labor and capital as input indicators,GDP and CO2 as output indicators,and consider regional technical heterogeneity and unexpected output.Based on Meta-froniter and SBM-Undesirable models,the energy efficiency and energy shadow prices of 30 provinces and cities in China are compared and evaluated.The results of empirical analysis show that China's energy efficiency generally shows a gradual decrease from the southeast coast to the northwest region.The technology heterogeneity is significant among the eight regions,and the technology in the southern coastal area has always been in a leading position.China's energy shadow price shows a clear upward trend with an annual increase of 1.42%.There are large differences in the shadow prices of energy between regions,with the highest in the southern coastal areas and relatively low in the northwest.In order to further analyze the main factors restricting the improvement of China's provincial energy efficiency.This paper uses the ISM model and the Tobit model to conduct an empirical analysis of the factors affecting energy efficiency.The results of empirical analysis show that various factors haver is different in influence direction and intensity on energy efficiency in different region.The impact of technological progress on northeast,northwest,southwest and the middle reaches of the Yangtze River is significantly positive;the impact of industrial structure on the southern coast and northern coast is significantly negative;The impact of the Northeast region and the middle reaches of the Yellow River was significantly negative.
