Design And Implementation Of Meteorological Forecast Service Quality Evaluation System

With the continuous improvement of the accuracy and timeliness of the meteorological forecast of the meteorological department of a unit,the requirement for the training and assessment of the forecaster is becoming higher.The existing methods of forecasting quality evaluation of the unit are filled by manual calculation,the way of the paper document storage,the efficiency is low,the data is easy to lose,the inspection items are not focused,the scoring rules are general and so on.So,it is necessary to develop an automatic the quality evaluation system,to automatically scoring of the forecaster,detailed and accurate reflect the forecaster's forecast accuracy,so that it can accurately locate itself by scoring deficiencies and improvement for forecaster training assessment,inspection and evaluation support.Firstly,this paper studies on the domestic and foreign meteorological forecast evaluation method and development status,according to the unit will need to weather forecast for many items directly related to content extraction task,introducing the score weight concept in the formulation of scoring rules,determine the items with grading and inspection scoring method evaluation system.Then,the system requirements are described with the use case diagram.On the basis of the requirements,the system's overall architecture,business processes,functional modules and database are designed in detail.After determining the development environment,relying on the B/S structure,using Web technology development,using the My SQL database for data management,Web display evaluation results.The realization process of the system is described in detail through the work flow chart and the sequence diagram,and the functions of daily work management,information input,quality evaluation and information query and printing are completed.Finally,the black box testing method is used to test the system to ensure the stable operation of the system.The development of the meteorological forecast quality evaluation system has realized the overall scoring of the forecast information and the accuracy of the forecast skill.The forecast accuracy of cloud cover,wind speed,precipitation,temperature,visibility,thunderstorms,hail,dust and other more than and 20 weather factors as the standard for evaluation,and calculate the correct rate,forecast information missing rate,the vacancy rate,the accurate forecast score calculated results.Results we can directly reflect the forecaster's forecasts and false positives,provides strong support for the forecast evaluation ability,can make the forecasters have an intuitive understanding of their forecasting ability,is conducive to the formation of correct forecast,forecast summary specification process,improve work efficiency and quality prediction.The development of weather forecast quality evaluation system lays the foundation for the training of the professional forecaster of spacecraft test,which meets the needs of the daily work and training assessment of the unit.At present,the system has been developed and put into use,all kinds of functions,inspection and evaluation performance is remarkable,and achieved good results.
