Water is the source of life,the base of production and ecological,it is the lifeline of the national economy and a natural resource which can not be replaced by the economic and social development,it is also an important factor.Uneven were little more than water,water resources distribution is China's basic national conditions and water regime,in the 2011 central No.1 document request,the implementation of the most strict water resources management system,the establishment of the total regional water control,control of water use efficiency,water function zone limit pollution control,"three red lines."As one of the cities of China's severe water shortage in Shenyang,years per capita volume of water resources is only 341m3,shortage in Liaoning Province,the per capita share of 1/2,the lack of the per capita possession of 1/6.In recent years,along with the economic and social development and urban scale expansion,the increase of population,the progress of the society,climate change,water resources shortage and serious water pollution,water ecological deterioration of the environment and problems have become increasingly prominent,and very severe situation of contradiction of supply and demand of water resources has become a major bottleneck restricting the economic and social development in Shenyang City.In order to solve the problem of development of water in the future,the Shenyang municipal government implemented the major initiatives in the outside water transfer,2012 water diversion project has been gradually phased in Parkistan,Shenyang City depends entirely on the new era of groundwater in the territory of historical forward development outside surface water changes,traditional water supply pattern of water will be completely broken.In the country to implement the most strict water resources management system in the background,how to respond to the national policy,control "three red" is not beyond the water resources;in Shenyang City,the traditional water supply mode to the new water supply mode change little background,how the rational development and utilization of territory of groundwater and environment field surface water,security,economic and social sustainable development.It is the important topic which the Shenyang municipal government and Research on water resources and problems of social scholars face and must solve,optimal allocation of water resources is the key research topic.Through the analysis and research,this paper draws the following conclusions:1.With the rapid development of Shenyang economy and society,life,production and ecological water use has increased year by year,current year municipal underground wat reached the limit of engineering ability,water resources serious shortage.In addition,the allocation of water resources project construction is lagging behind,safe water problem is not completely solved.2.Shenyang City,the territory of exploitation and utilization of groundwater resources utilization potential is very small,the surface water is the backbone of large control engineering lack and low ability to store,inside surface,ground water resources amount is not sufficient to support the stable development of the economic and social,must be the implementation of water diversion project to solve water shortage problem.3.Through the calculation and analysis of the future development of Shenyang City water,the city in 2015,2020 and 2030 the total water demand respectively 33.14 million m3,34.15 billion m3,35.4 billion m3,the optimal allocation of domestic and overseas can use of water resources,the city's water supply capacity can reach 3.368 billion m3,3.451 billion m3,35.82 million m3 respectively,which leads to the conclusion that:in the balance of supply and demand are more than water 0.54 billion m3,0.36 billion m3,0.42 billion m3.4.The level of annual water supply security,Constructing Shenyang City water resources optimal allocation model,through Delphi development platform,developed the application,the establishment of man.machine interface,to be solved,development zone,Shenyang City,and county water resources optimal allocation scheme is obtained,and optimization level evaluation of water resources allocation schemes by using fuzzy identification and evaluation method,evaluation results for each administrative region,the level in configuration scheme are as optimization level,better solves the territory of underground water and offshore surface water joint optimization allocation problem,of scientific development with water resources,support sustainable economic and social development plays a good role in promoting.5.After the optimal allocation of water resource in future years,Shenyang City can become a water supply in the city,the underground water in China will gradually be instead of surface water source of overseas,replaced by underground water can be as a reserve of water and emergency water source to improve the city's water supply security degree.
