The Research On The Investment Efficiency Of Urban Infrastructure Based On The DEA-Malmquist Index

Urban infrastructure is the material basis for urban economic and social development and improvement of residents' quality of life,is an important carrier of local government function and urban function realization,and is necessary to ensure the smooth progress of various economic activities and social activities in the city.Whether the construction of urban infrastructure is perfect is an important factor to maintain long-term sustainable economic development.With the continuous progress of science and technology and the improvement of people's living standards,urban development has constantly put forward new requirements for urban infrastructure construction which must keep pace with the development of cities and coordinate with each other.In the 13 th five-year plan of Shandong Province,it is proposed to follow the objective law of urbanization development and accelerate the construction of urban agglomeration,the investment efficiency of urban infrastructure is directly related to regional economic development and social progress,and plays an important role in the quality of life of residents.First of all,this paper reviews the previous literature on the investment efficiency of urban infrastructure.Then according to the related theories of urban infrastructure investment efficiency,this paper studies the various factors influencing the efficiency of urban infrastructure investment in Shandong Province based on the present situation of the development of the urban infrastructure investment in Shandong Province.Finally,the evaluation index is determined by reference to other scholars' experience and research analysis,and the DEA-Malmquist index is used to study the investment efficiency of urban infrastructure in 17 prefecture-level cities in Shandong Province from 2006 to 2015.The results show that the investment efficiency of urban infrastructure investment in Shandong Province has been developing well in the past 10 years.The driving force of growth mainly comes from technological progress,while comprehensive technical efficiency and scale efficiency growth are small.Therefore,in order to improve the efficiency of urban infrastructure investment,the government should make scientific decisions and continue to improve the level of technological innovation of the infrastructure.Focus on improving the management level and maintenance level of the infrastructure;Allocate resourcesreasonably and realize the scale effect of infrastructure investment.This paper not only provides a complete analysis process for the study of urban infrastructure investment efficiency,but also provides policy suggestions for optimizing the investment efficiency of urban infrastructure in Shandong Province,which has certain theoretical and practical significance for improving the efficiency of urban infrastructure investment,promoting urban economic development and improving the living standard of residents.This paper mainly uses empirical research method and comparative analysis method to analyze the investment efficiency of urban infrastructure in Shandong Province,and makes innovations in the following two areas.The first is to analyze the efficiency of urban infrastructure investment in Shandong Province from a dynamic perspective while most of the existing research is to analyze the static efficiency of urban infrastructure investment at present.This paper analyzes the change of the efficiency of each year,and makes the evaluation of the investment efficiency of urban infrastructure in Shandong Province more comprehensive and accurate.The second is to evaluate the investment efficiency of urban infrastructure in Shandong Province while previous studies have only included a study of the overall situation in Shandong Province in the study of the efficiency of urban infrastructure investment in China,and there is no research on the efficiency of infrastructure investment in various cities in Shandong Province.
