District Poverty Alleviation Efficiency And Its Influencing Factors Of Shandong Province

In recent years,with the changes in the economic situation and the task of alleviating poverty,poverty alleviation efforts have been made by "widely spreading the net" to solve the problem of large-scale poverty as a whole and to "precisely exert force" to resolve local difficulties.Therefore,in 2013,General Secretary Xi Jinping put forward the poverty alleviation strategy of seeking truth from facts and adjusting to local conditions..Shandong Province issued the “Thirteenth Five-Year Plan for Poverty Alleviation in Shandong Province” to accurately improve the poverty situation in Shandong Province.Shandong Province is a large agricultural province,but in recent years,the development model of relying on agriculture to stimulate economic growth has been insufficient,and new poverty alleviation models need to be explored.Financial poverty alleviation refers to the provision of preferential financial services to poverty-stricken areas through various financial means,and solves the problem of insufficient supply of funds in impoverished areas.It is an effective means for the Chinese government to implement poverty alleviation and development policies.As an important approach for poverty alleviation in Shandong Province,financial poverty alleviation is based on the understanding of the financial development and financial poverty alleviation in Shandong Province.It integrates finance and industry resources,and helps the government to optimize the allocation of financial resources and expand the scope of financial services for the industry.Poverty alleviation provided the necessary financial support.This article first clarifies the research background and significance,and analyzes the definition and theoretical path of financial poverty alleviation,and sorts out the development of county-level financial poverty alleviation in Shandong Province.Based on the data of 29 poverty-stricken counties in Shandong Province,this paper uses data envelopment analysis and regional difference analysis methods to measure financial poverty alleviation efficiency,form distribution and precise optimization research.In addition,the DEA efficiency value of each county is interpreted as an explanatory variable,and financial development efficiency,financial development scale,and household savings rate and so on five factors are the explanatory variables.The TOBIT regression model is used to measure the factors affecting county-level financial poverty alleviation in Shandong Province.Finally,according to the empirical results,the policy recommendations for county-level financial poverty alleviation in Shandong Province are proposed.Through research,it is found that overall financial poverty alleviation efficiency in Shandong Province is high,but local differences are significant.The main support of financial poverty alleviation efficiency,Shandong Province relies on the scale effect as a whole.The productivity level of county-level financial service industry in Shandong Province as a whole has increased.The fluctuation of the productivity change index is mainly due to the fluctuation of technological progress.Quantitative analysis found that the development scale of county finance in Shandong Province has a negative correlation with poverty alleviation efficiency,and financial development efficiency,industrial structure,household savings rate and population quality are positively correlated with poverty alleviation efficiency.In order to improve the poverty alleviation efficiency of financial districts,different counties are divided into four types of efficiency patterns: “potential”,“sunburst”,“gold”,and “precise”.Therefore,this paper puts forward that the formulation of poverty alleviation policies in all counties should be based on the characteristics of their own development and should adopt a differential financial poverty alleviation strategy,to boost the development of poverty alleviation in county finance in Shandong Province.
