Research On Economic Efficiency Of Tourism Poverty Alleviation In Qinba Mountainous Area Of Sichuan Based On DEA

Poverty is a core issue that is closely followed by governments everywhere.At present,Sichuan has entered the stage of tackling poverty alleviation and development.As one of the contiguous areas of extreme poverty,Sichuan Qinba Mountain District has a deeper poverty and more difficult assistance.Tourism poverty alleviation,as one of the important modes of industry poverty alleviation,has drawn wide attention from all walks of life.In view of this,on the basis of summarizing the current status of tourism poverty alleviation and related research at home and abroad,this paper uses data envelopment analysis(DEA)to construct poverty alleviation measures for 14 counties in the Qinba Mountain District of Sichuan Province by constructing input and output evaluation index systems.The economic efficiency is measured and the decomposition efficiency is compared and analyzed in this paper.Secondly,the time evolution of the economic efficiency of tourism poverty alleviation will be analyzed by using the Manquist index analysis method,and the spatial differentiation of the comprehensive economic efficiency of tourism poverty alleviation is visualized by using ArcGIS software.The economic form of tourism efficiency is divided into four categories by using the two-dimensional coordinates.And finally finding out the problems existing in the Sichuan Qinba Mountains in promoting tourism poverty alleviation projects,and proposing corresponding countermeasures.This article mainly draws the following conclusions:From 2014 to 2018,although the economic efficiency of tourism poverty alleviation in the Qinba Mountains of Sichuan Province fluctuated slightly,it generally showed an upward trend.Among them,the technical efficiency is slightly higher than the scale efficiency,which indicates that the technical efficiency has a more obvious effect on the improvement of the economic efficiency of tourism poverty alleviation.The index of comprehensive economic efficiency of tourism poverty alleviation in Wangcang County and Xuanhan County is 1,which is always at the forefront of production.Using the Mannquist index analysis method and ArcGIS software to study the temporal and spatial differentiation of the economic efficiency of tourism povertyalleviation in Qinba Mountains of Sichuan Province from 2014 to 2018,it was found that the geometric mean of MI results increased from 0.770 in 2015 to 1.026 in 2018 which showing a steady growth trend.From the perspective of spatial differentiation,the economic efficiency of tourism poverty alleviation in the Qinba Mountains of Sichuan Province is higher in the southeast and the middle than other regions.Combining the comprehensive economic efficiency of tourism poverty alleviation with MI results,and establishing a two-dimensional index to classify the economic efficiency patterns of the Qinba mountainous area in Sichuan into four categories,one is "low-type",the other is "sunrise type",and the third is "double-high type",the fourth is "potential type".Among them,the “low and low type” is suitable to increase management and investment in various aspects and enhance the participation of the poor;The “sunrise type” has a strong growth momentum,but it is necessary to take measures to improve the industrial structure distribution and extend the industrial chain to improve the economic efficiency of tourism poverty alleviation;The “double-high type” region currently has the best development situation,and still needs to be wary of falling into decline or stagnation;The “potential type” needs to strengthen the support of tourism poverty alleviation projects,enhance the vitality of tourism poverty alleviation industries,and improve competitiveness.Through the evaluation of tourism poverty alleviation efficiency and analysis of MI results,it is found that there is insufficient input of tourism poverty alleviation resource elements,it is difficult to form a scale agglomeration effect,the participation of the poor is insufficient,the industrial structure is relatively single,and a complete industrial chain has not been formed.It is difficult for backwardness to form problems such as sustainable development.In view of this,it is proposed to increase investment in tourism resources,strengthen infrastructure construction,enhance support for tourism poverty alleviation projects,improve talent introduction and training mechanisms,improvethe competitiveness of tourism poverty alleviation industries,and promote sustainable development and other measures to promote the economic efficiency of tourism poverty alleviation.
