The state proposes and implements the strictest water resources management system,which requires strict control over water consumption.As the development and utilization of groundwater increases,the variation range of groundwater level increases,and the management of underground water amount alone cannot meet the current demand of groundwater management.Therefore,it is required that we not only strictly manage the underground water quantity,but also manage the underground water level.Groundwater resource is an important water source for water supply in Jilin city.As a result of social and economic development and agricultural irrigation,groundwater exploitation increases and groundwater level drops in some areas.For Jilin area dual index control groundwater water level,water management research,put forward and the adaptation of groundwater management solutions,to Jilin city area in the future management of water resources allocation and provide basis for economic development.Taking Jilin city as an example,this paper studies the grading management of groundwater water level and water amount in areas where serious environmental problems have not yet occurred.Through combination of field survey and data research,hydrogeology and mathematical statistics,and so on multidisciplinary theory as the instruction,this paper discusses the classification management of groundwater water level,water dual index management theory,and on the basis of the study area for evaluation of groundwater dynamic management,put forward suitable control of groundwater management solution.The main research results are as follows:1.Theoretical research on the control and management of groundwater water level and water quantityThis paper summarizes previous studies,considers the development and utilization of groundwater,puts forward the concept of graded groundwater management,and discusses the concept of blue line,yellow line and red line water in groundwater management.Considering the equilibrium state of groundwater and the potential of groundwater exploitation,this paper puts forward the concept of graded groundwater management,and discusses the concept of blue line,yellow line and red line water quantity of groundwater management.The management threshold determination method is studied.Groundwater management concept is put forward,namely the underground water level in a short period normal wave condition,and in equilibrium,the development and utilization of low level,mining potential larger area,can be carried out in accordance with the status quo of management;The groundwater level presents a downward trend in a short period of time.The groundwater is basically in equilibrium.The groundwater level is in a state of decline in a short period of time,and the groundwater is in a state of imbalance.It is necessary to reduce the amount of groundwater mined and restore the groundwater level in areas with large development and utilization degree.2.According to the management requirements,depending on the type of landform,groundwater exploitation mode,factors such as land use type,decentralized water supply area in the study area is divided into urban areas,the villages and towns centralized water supply area,CunTun decentralized water supply area and CunTun decentralized water supply area,a total of 19 management division.3.The use of groundwater balance calculation and groundwater dynamic analysis calculation management of groundwater in the study area threshold,the result shows:the Jilin city area groundwater management blue line water 1.17×10~8m~3,water management yellow line 1.17-1.67×10~8m~3,management of red line 1.67×10~8m~3 of water;The threshold of groundwater management blue line water level is170.59-253.26m.The water level threshold of the yellow line was 169.43-252.26m.The management red line water level threshold is 168.01-251.26m.4.The dynamic evaluation system of groundwater management is established by comprehensively considering the influencing factors of groundwater,selecting the natural factors,natural-artificial factors and artificial factors of groundwater system.Using analytic hierarchy process(ahp)are given relative weight evaluation system of groundwater dynamic elements,the dynamic evaluation of groundwater management in the studied area,the results show that the Jilin city build urban area,and paddy field irrigated to groundwater management,control of groundwater resources.Township and village management areas and village and village management areas can still be mined according to the current exploitation volume,and groundwater exploitation volume can be appropriately increased in some areas.5.According to the evaluation result of groundwater management,and puts forward four management plan:according to the status quo of the management and control of groundwater exploitation management plan and strictly compression,compression of groundwater exploitation management of groundwater exploitation management solution.Groundwater numerical simulation model is established,simulated to predict the result of the management plan,and with the present situation of the underground water level were analyzed,the results show that the compression of groundwater exploitation management scheme is most conforms to the real situation of groundwater management,for reasonable groundwater management solution.
