The Variation In The Spatial Characteristics Of Reclamation Development In The Bohai Sea In 2007-2016

The Bohai Sea had been the key area of reclamation management and control in which there were explosive reclamation in the recent period.In the paper,the spatial characteristics of reclamation development in the Bohai Sea in 2007-2016 were studied.It was aimed to reveal the major problems in reclamation development by analyzing reclamation progresses systematically,and find technical evidence for designing zoning policies of reclamation management in the Bohai Sea.Firstly,under the guidance of relevant theories,policies and regulations,the concrete management requirements for the reclamation planning,reclamation implementation,and reclamation land utilization were concluded.Based on it,the connotations,evaluation contents and consideration factors of spatial characteristics of reclamation development were discussed,and the concept of spatial characteristic type and health level of reclamation development was proposed.Secondly,the yearly distribution information of the reclamation in the Bohai Sea in 2007-2016 was extracted from remote sensing images,and the ultimate situations and dynamic progresses of ’sea enclosing-land making-land utilization’in the whole and provincial areas were analyzed.Then,based on the realizations of that the spatial characteristics and their implications for the health level of reclamation development related to the rationality of reclamation intensity,the reasonability of the horizontal reclamation plan,the order of reclamation process and the effectiveness of the reclamation land utilization,the models for evaluating spatial characteristics of reclamation development were built,and the methods for classifying characteristics and assessing health level of reclamation development were set up.In the consequence,based on the remote sensing monitoring data about yearly reclamation and the calculated results by the models,the spatial characteristics and the health level of reclamation development in the main coastal cities were analyzed while the main kinds of problems in reclamation development in the areas were abstracted,and the policies of reclamation management for typical areas were proposed.It was shown that:(1)There were large scale and inefficient use of the reclamations in the Bohai Sea in the recent ten years.(2)The spatial characteristics of reclamation development in 11 coastal cities were quite different,which could be classified into 7 characteristic types and 4 health level grades.Qinghuangdao city had the highest health level,while Yingkou city,Yantai city,Huludao city,Dalian city and Weifang city had higher level,Tangshan city,Panjin city and Jinzhou city had lower level,and Cangzhou city and Tianjin city had the lowest level.(3)The indexes designed in the paper for the spatial characteristics of the reclamation development were relevant to the reclamation management measures,and the methods for characteristic indexes calculation,characteristics classification and health level evaluation were operable and effective to obtain instructive results which could guide zoning policy designing for reclamation management and control.
