Study On Marine Debris Governance Mechanism In South China Sea Based On The Theory Of Multi Center Governance

The governance of marine debris in the South China Sea is mainly carried out by the government,and the government’s single control force is limited.It is difficult to cope with the severe pollution situation,and the disadvantages are becoming more and more prominent.As a complex system engineering and public affairs related to the vital interests of each member of the society,the governance of marine debris in the South China Sea area requires active participation outside the government system such as the enterprise and the public.Therefore,we put forward the concept of multi center governance of marine debris in the South China Sea,in order to build a multi center governance mode under the three dimensional framework of government,enterprise and society.The multi center governance model advocates the change of the government dominated single center governance,emphasizes the government,the market and the public in many central governance,The government changes its role in the past,controls it on the macro level,formulates the relevant policies,and supports,encourages,and serves the other subjects to take part in the governance.The multi central governance of marine debris in South China Sea integrates the multi-agent behavior of the government,enterprises and the public,and the subjects voluntarily cooperate and communicate with each other,and adopt a variety of ways to cope with the marine debris governance in the South China Sea.The mode is guided by service,based on trust and with cooperation as a means can effectively improve the quality and efficiency of governance.The participation of multi-agent in governance is inseparable from the mutual communication and cooperation between each other.We should explore and establish a scientific,rational and effective marine debris governance mechanism in the South China Sea,which is based on the multi center governance theory,and promote the comprehensive management of multiple subjects,the efficient use of multi power resources,and fundamentally solve the problem of marine debris in the South China Sea.This study tries to build a co construction co governance co share governance pattern by multiple bodies of marine debris in the South China Sea,significantly improve the level of socialization,rule of law,modernization,intellectualization and specialization of marine debris governance in theSouth China Sea.First,the related theories and concepts of marine debris and multi centre governance are expounded.Secondly,based on the actual situation of the marine debris pollution in the South China Sea,we analyze the current situation,problems and causes of marine debris governance in the South China Sea.Thirdly,introduce the case of regional marine debris governance at home and abroad.Then,it discusses the construction of the marine debris governance mechanism based on the theory of multi center governance in the South China Sea,and creates a comprehensive decision-making mechanism,information sharing mechanism,benefit allocation mechanism,risk sharing mechanism and communication coordination mechanism.Finally,based on the problems and reasons,we put forward the countermeasures for the operation of the marine debris governance mechanism in the South China Sea based on the multi center governance theory.The enterprise and the social public widely added to the marine debris governance in the South China Sea,together with the government found the shortage of governance,solve the problem,which can alleviate the spread of marine debris in the South China Sea,reappear the clean blue of the sea water in the South China Sea,improve the quality of the marine environment in the South China Sea,and help to build the marine ecological civilization,promote the new goal of a prosperous,strong,democratic,civilized,harmonious and beautiful socialist modern power achieved.
