Meteorological disasters have always played an important role in the history of human disasters and are the most important aspect of disaster prevention and mitigation.Especially since the industrial revolution,the development of the modern industry has contributed to the increasing global warming,resulting in a large number of casualties and property losses,and has caused serious adverse effects on the production and life of the people around the world.Therefore,for all types of meteorological disasters getting worse,the comprehensive evaluation of urban meteorological disaster response capabilities to improve the corresponding meteorological disaster response capability is even more urgent.Based on the analysis of the current comprehensive evaluation of urban meteorological disaster emergency response capability,this paper takes into account the deficiencies of existing research and fully considers the main influencing factors of urban meteorological disaster emergency response capabilities,including meteorological disaster risk factors and urban resilience factors.In terms of each aspect,the evaluation model for urban meteorological disaster risk assessment and urban meteorological disaster resilience was constructed,and a comprehensive evaluation model for urban meteorological disaster emergency response capability was constructed by combining the above two models.Firstly,the concept of urban system and the types and characteristics of urban meteorological disasters are analyzed.The related theories of comprehensive evaluation of meteorological disaster emergency management are studied and the basis for the construction of evaluation models is provided.Secondly,according to the relevant theoretical basis,determine the main influencing factors of urban meteorological disaster emergency response.From disaster system theory,it is determined that disaster risk factors mainly include three aspects: hazard factors,pregnancies,and disaster-bearing bodies.From the perspective of emergency management theory,the factors that determine the resilience of urban meteorological disasters mainly include disaster identification capabilities,engineering defense capabilities,and resources.There are six aspects: the ability to protect,disaster relief,behavioral response,and social control.The interrelated coupling effect of the influencing factors of urban meteorological disaster response capability was studied by using the interpretative structural model.The influencing path was discussed,and the intrinsic principle of urban meteorological disaster emergency response capability was understood,laying the foundation for the comprehensive evaluation of meteorological disaster emergency response capability.Then,select the appropriate indicators to construct an urban meteorological disaster risk assessment index system and an urban meteorological disaster resilience assessment index system.Fuzzy Petri nets can deal with some fuzzy or uncertain information,and have the characteristics of formal simulation.It is suitable for evaluating the meteorological disaster emergency response ability with many influencing factors and unclear information.This paper regards the evaluation of meteorological disaster emergency response capacity as a multi-stage dynamic decision-making knowledge inference process,establishes an urban meteorological disaster risk assessment model and an urban meteorological disaster resilience assessment model based on fuzzy Petri net,and obtains the results of two models through mathematical formulas.Combine them to build a comprehensive evaluation model for urban meteorological disaster response capabilities.Finally,the Xi'an meteorological disaster emergency response capability can be graphically simulated and analyzed,and the result of comprehensive evaluation of Xi'an meteorological disaster emergency response capability can be obtained.The results show that the risk of meteorological disasters in Xi'an is relatively high,and the ability to resist meteorological disasters in Xi'an is moderate,resulting in a low comprehensive level of meteorological disaster response capabilities in Xi'an.The evaluation results are in line with reality.The evaluation method has certain reliability,is simple and easy to implement,and has the potential for further development and improvement.
