Developing with science,technology and society in China,State Grid Corporation of China introduced informationized SG186 project that is also called construction of smart grid namely.In order to satisfy the requirements of producting,marketing,managing and other kinds of business application,A set of GIS spatial information service platform of Heilongjiang power grid is designed in this dissertation.The technical requirements of grid GIS system in heilongjiang province is analyied,according to the application requirements a topology model of Heilongjiang power grid is built based on CIM.There are four network layers in this GIS system model named electrical network,communication network,facilities network and road network respectively,the same object in different layer has a unified network topology,and based on GIS grid topology a kind of automatic generation algorithm is designed.A kind of data acquisition difference model is selected that is CORS base station & handheld GPS measurement method,specification power resources data collecting and data processing methods are established,the blind acquisition scheme is designed,the GIS data collection path and key methods are given,data quality assurance system is built.Using the modular analysis,The PMS applications,data construction,physical architecture and the functions of deffirent modular are analyied,Heilongjiang power grid GIS spatial information service platform has been designed in this dissertation,and technical specifications and solutions of the network across provinces,cities and counties are given.Some key technologies are studied sush as system development of service-oriented architecture(SOA)design,the power grid data exchange technology based on CIM,based on the multi-level data cache technology,grid integration of graphics technology.The system test environment is established,the various functions of power grid GIS platform are tested,and after commissioning and running,it is shown that the design of Heilongjiang power grid GIS spatial information service platform is successful and the design goal is satisfied.
