Since 2013,China's total grain production maintain more than 1.2 trillion kilo lasted more than 5 years. So the total output of agriculture is very optimistic.Despite the continuous progress of agricultural development,it can still be clearly seen from the central to the local area that agriculture is a weak link in the overall development process of our country. It's a stumbling block that we must overcome in the economic construction and development system. This paper uses the agricultural basic data from 2003 to 2015,according to the criteria of agricultural development in the new era,and selects the reasonable indicator group to construct the influencing factor model of agricultural output efficiency.First of all, according to the existing relevant literature and the current connotation of China's agriculture,16 indicators were selected from four aspects:material input, labor input, rural construction and ecological environment, and the meaning of the indicators was further explained. Then, cluster analysis of agricultural output efficiency in 31 provinces is conducted to understand the spatial distribution of agriculture, and to determine whether there is obvious spatial effect from the senses. In order to further test the spatial effect of agricultural output efficiency, the global Moran index from 2003 to 2015 is calculated separately. The results show that there is a significant spatial positive correlation in the spatial of agricultural output efficiency. That is the spatial positive spillover effect, the more similar provinces the more together. At the same time, the local Moran indexs show the spatial distribution of spillover effects. Most of the regions have positive spillover effects. The H-H provinces are mainly concentrated in the coastal areas, and the L-L provinces are mainly concentrated in the southwest.A few provinces have negative spillover effects.Based on the existence of spatial correlation, the per capita agricultural output value per square kilometer is the explanatory variable. After removing the relatively unimportant variables, the 10 indicators are used as explanatory variables. The agricultural output efficiency is re-measured based on the fixed spatial effect model to explain influencing factors and extent. The model results show that the positive spillover effect is significant, and most of the indicators have positive effects on the agricultural output efficiency.Only a few indicators have negative effects greater than the positive effects.Based on the above analysis results, this paper proposes policy recommendations from two aspects. On the one hand,it is how to further improve the overall level of China's agricultural output efficiency. It is divided into two points:Market demand-oriented,accelerate the development of agricultural Internet of things.Promote agricultural development and develop smart agriculture with rural economic construction. On the other hand, how to narrow the spatial difference of agricultural output level,it is divided into two points:High-level areas to enhance radiation effects,medium-high level areas to develop characteristic agriculture.Medium-level areas to dock regional planning policies,low-level areas fight against poverty and fight hard.
