A Research On Public Participation In Water Resources Management In Changtai County

The problem of water shortage and water pollution in China is very serious,which restricts the development of China's social economy.In the face of severe water resources problems,we need to use scientific and efficient water resources management methods to achieve the rational development and utilization of water resources,protect water resources,improve the water ecological environment.Public participation in water resources management has had many social management practices in foreign countries and has achieved good results.It has a huge potential for solving the problems of China's current water resources,but at present our level of this effective management method is not enough.This paper uses the method of field investigation and quantitative analysis to investigate Changtai County as a case.It is hoped that this case study in Changtai will identify issues that may exist in the practical application of public participation in water resources management,and analyze the causes of the problems to explore effective ways to improve the level of public participation in Changtai County.The study found that the level of public participation in water resources management in Changtai is very low,with problems such as the ways of participation is insufficient,information disclosure of water resources management is not in place,the public lack of ability to participate,and low participation enthusiasm.The mainly causes of these problems are the lack of legal protection and technical support,definition of relevant public is not accurate,lack of public participation ability,affected by the administrative background of our country.After analyzing the problems and causes and learning from experiences in some regions,discuss ways to improve public participation in water resources management in Changtai County from the aspects of enhancing the capacity of the government to carry out public participation,defining the relevant public,improving public participation ability,enriching the way to participate,choosing the right way for public participation,etc.
