Research On Public Participation In The Government Of Marine Plastic Waste

With the strengthening of marine ecological protection and the continuous promotion of ecological civilization construction,the public's attention to the treatment of marine plastic waste is increasing.Local governments began to seek new ways of governance in the new governance ecology to improve the level of public services and marine plastic waste management.However,at present,the treatment of marine plastic waste is still in the initial stage,focusing on the monitoring and biological toxicology research of the government departments.There is no in-depth discussion on the level of public participation in the treatment.The public is an important subject of the treatment of marine plastic waste,and the research on the theoretical and practical level of public participation in the treatment of marine plastic waste needs to be strengthened.Based on the existing research,this paper takes the issue of public participation in the treatment of marine plastic waste as the research object.Through the case study of Xiamen's public participation in the treatment of marine plastic waste,on the basis of sample data analysis and field research,the paper presents the achievements and problems of Xiamen's public participation in the treatment of marine plastic waste.The main problems are as follows: It is not unified with individual knowledge and action,the structure of participants is not reasonable,the level of participation is superficial and the degree of participation is low.This paper analyzes the experience of South Korea,Japan and Denmark in the treatment of marine plastic waste,and puts forward the countermeasures to solve the problem of public participation in the treatment of marine plastic waste.For the participants,we should strengthen the popularization of relevant management information,establish a multi-level practical education system;for the relevant safeguard measures,we should strengthen the construction of network participation platform and strengthen the monitoring technology of marine plastic waste In terms of relevant supporting participation system,we should promote the deep-seated participation procedure construction,improve the government information disclosure system,and build a unified and coordinated management system;in terms of organizational participation,we should strengthen the support measures for the participation of non-governmental environmental protection organizations,give full play to the due functions of community organizations,and ensure the smooth development of governance.
