The report of the Nineteenth National Congress of the Communist Party of China clearly put forward the goal of promoting the development of land and marine in a coordinated way,and speeding up the construction of a powerful marine country.In December 2016,the State Oceanic Administration and the Ministry of Science and Technology jointly issued the National Plan for the Revitalization of the Sea by Science and Technology(2016-2020),pointin g out that we should further implement the innovation-driven development strategy,give full consideration to the development of marine science and technology and marine science and technology innovation in humans' economic and social life,play its dominant role,strengthen the sustainable utilization of marine resources,and promote the innovation of marine science and technology development.In-depth innovation-driven development in the region will promote the quality and efficiency of the marine economy.According to the Plan,by 2020,China should develop and form a long-term mechanism of"rejuvenating the sea by science and technology"with the core of promoting scientific and technological innovation,and establish an effective system for the transformation of marine scientific and technological achievements,so as to realize the complementary advantages and synergistic innovation of marine scientific and technological achievements.From a global perspective,the development of the marine economy has entered a new era of relying on technological innovation;from the perspective of domestic development needs,the development of science and technology into the sea has entered a period of strategic opportunity for all-round development.The innovation and development of marine science and technology is an important support for the implementation of the "Ocean Power" strategy and the promotion of the "21st Century Maritime Silk Road".Fundamentally speaking,to improve the level of marine science and technology innovation,we should not only improve the research efficiency,but also the conversion efficiency.It is of great significance to conduct a survey analysis and influencing factors on the efficiency of marine science and technology innovation in various coastal areas of China in order to better allocate China's marine science and technology resources and improve the benefits of marine science and technology innovation.Based on the data of China Ocean Statistical Yearbook,this study uses the input-added two-stage network DEA model to divide the process of marine science and technology innovation into the overall stage,research stage and conversion stage.It evaluates and analyses the staged efficiency of marine science and technology innovation in 11 coastal provinces(cities or autonomous regions)of China from 2011 to 2015,and then uses Tobit panel regression model to shadow it.The factors influencing the efficiency of marine science and technology innovation are analyzed.The study found that:(1)The overall efficiency level of marine science and technology innovation in China is relatively stable from 2011 to 2015;(2)The efficiency of marine science and technology innovation in China is mainly influenced by the conversion stage;(3)The conversion efficiency of marine science and technology innovation in China is significantly lower than that of research;(4)There are stable frontiers in the efficiency of marine science and technology innovation in China,but the minimum values of each stage are quite different;(5)The ranks of coastal provinces and cities at different stages are different;(6)The coastal provinces and cities show different characteristics on their efficiency;(7)The utilization of marine innovative resources in 11 coastal provinces and cities in China can be divided into four patterns:high-high pattern,low-high pattern,low-low pattern,and high-low pattern;(8)The scale of marine economy,the degree of opening-up,the intensity of regional investment,the human capital of ocean,the industrial structure of ocean,the endowment of marine resources and the service of ocean management show different effects on the efficiency of China's marine science and technology innovation in different stages.Based on the above conclusions,the following suggestions are put forward in this study:(1)Optimizing the proportion of investment in the conversion stage to promote the overall efficiency;(2)To build an environment for the conversion of marine science and technology under the guidance of the government and the operation of the market;(3)To formulate differentiated policies according to different efficiency models of marine science and technology innovation;(4)Maintaining reasonable industrial scale,investment level and management intensity;(5)Building a diversified and hierarchical marine talent system;(6)Promoting transformation through finance and accelerating the upgrading of marine industry;(7)Enhancing the degree of opening to the outside world and promoting the conversion rate of marine science and technology innovation achievements;(8)Establishing regional coordination mechanism and making comprehensive use of marine resources.
