Innovation is the main driving force for the advancement of agricultural technology,and technological innovation is the key factor in changing traditional production methods and achieving high-quality agricultural development.Efficiency,as an important indicator of agricultural science and technology innovation,is also an important basis for measuring regional agricultural science and technology innovation capabilities.Therefore,this article taking Henan Province as an example,explores regional agricultural science and technology innovation capabilities based on the perspective of efficiency,and proposes evaluation methods for agricultural science and technology innovation efficiency to enrich relevant research in the field of agricultural science and technology innovation and provide quantitative research ideas for regional agricultural science and technology innovation,with a view to solving the practical problems facing agricultural science and technology innovation decisions.On the basis of combing the relevant theories of agricultural science and technology innovation,this paper analyzes the current situation of agricultural science and technology innovation efficiency in Henan Province.By constructing an evaluation index system of agricultural science and technology innovation efficiency and appling the non-parametric DEA model,the efficiency of agricultural science and technology innovation in Henan Province in 2009-2018 was evaluated.And an empirical study on the agricultural science and technology innovation efficiency of 18 prefectures and cities in Henan Province from 2017 to2018 was conducted,furthermore,the influencing factors of efficiency were further analyzed,and the following conclusions were drawn: Overall,Henan agricultural science and technology The average value of total factor innovation efficiency is 1.074,which is higher than the national average.However,the agricultural science and technology innovation efficiency in 18 cities has different degrees of inefficiency,which is mainly manifested by insufficient or redundant investment in agricultural science and technology innovation resources between regions,the mismatch with the results and output and the lack of innovation capacity,these are caused by the mismatch between the pure technical efficiency and scale efficiency of agricultural scientific and technological innovation.In addition,in theanalysis of the influencing factors,the policy environment,the funding of the main body of innovation,the quality of scientific research personnel,the degree of technological market development and the introduction and absorption of technology has had varying degrees of influence to Agricultural science and technology innovation efficiency,of which the degree of technological market development and technology introduction and absorption are both positively related,while the policy environment,the funding of innovation entities and the quality of scientific research personnel are negatively related due to conditions such as excessive reliance on government support policies,uncoordinated technological investment among innovation entities,and backward innovation environment.The expected innovations in this article are as follows: First,from the perspective of research,this article analyzes the development trend and regional differences of Henan agricultural science and technology innovation level,and summarizes the influencing factors of the efficiency of agricultural science innovation.Secondly,in terms of research methods,this paper uses a system analysis method and a model analysis method to quantitatively analyze the the efficiency of agricultural science innovation in Henan Province.
