The exploitation of coal can bring great economic benefits to the local area,but at the same time it also seriously damages the water and soil resources,reasonably control the scale of coal mining,explore the coordination relationship of coal-water and soil resources economic system,and construct a coal-water and soil resource allocation model,which can better improve the efficiency and efficiency of coal,water and land resources,and realize the sustainable utilization of coal,land and water resources in the region.In this paper,the SWOT analysis method is used to construct the SWOT analysis system of the Long River Basin.It is concluded that the development trend of this area is the economic development mode.Based on this,the system dynamics model of the coal-water and soil resources economic system is constructed and the development law of the system is simulated,and the scheme of three different coal mining scale in 2017-2030 is simulated.Under the economic optimization mode,the growth rate of the national economy has increased significantly,but the area of cultivated land has decreased slightly,and the total water supply has decreased rapidly.This method does not meet the long-term interests of economic development;Resource optimization,the growth rate of gross national product in this model is significantly reduced under this model,the area of cultivated land and total water supply increase rapidly,and the resource-based development model can maintain healthy and steady development of resources,but it is not conducive to economic development;SD-MOP integrated optimization model,under the mode of proper control of coal mining scale,the national output value will be steadily increased in a large degree,with the gradual increase in the growth rate of the gross national product,it can also ensure the steady increase of land and water resources,hierarchical structure and benefit structure of coal,water and land resources in the Yangtze River Basin.After continuous operation test of these three schemes,it is concluded that the integrated and optimized coal mining scale is the optimal mining scale.
