At present,it is a highly developed society with globalization.With the deepening of globalization,countries around the world are actively promoting economic and trade exchanges and attach great importance to education and other humanities exchanges.As the world's second largest economy,China's economy is developing rapidly and its international status is constantly improving,thus,more and more people choose to study in China and China has become Asia's largest destination for study abroad.With the continuous expansion of the number of international students coming to China,it is particularly important to dig out how to carry out the education management of international students in China,improve the educational performance,and train qualified foreign students more efficiently.This thesis takes the performance of higher education in China for overseas students as the evaluation object,and takes the specific evaluation index design and relevant empirical analysis as the main line.Based on the previous researches on the foreign students who receive higher education in China and combining with the spirit of the document“The Quality Standards for Higher Education for International Students in China(Trial)" issued by the Ministry of Education in September 2018,it uses logical framework model to set up the "Evaluation Indicator System for International Students' Education Performance in Colleges and Universities",which includes 34 indicators in three aspects of expected output,activity and investment from the results dimension--educational goals of international students coming to China for higher education.Subsequently,it uses DEA(Data Envelopment Analysis)method to evaluate the foreign student educational performance of 24 universities in different regions of China according to the content of the index system.Through the final performance level and ranking of each university,it finds that among the 30 samples,only 10 colleges and universities have achieved DEA effectiveness,and the remaining 20 universities are not DEA effective.Among them,63.3%of them are distributed in the range of 0.5-1,and the average comprehensive efficiency is 0.649,indicating that foreign student educational performance in China is generally good,and the use of resources is relatively adequate and reasonable.At the same time,through the analysis results,it is clear that the non-DEA effective universities are mainly affected by the inefficiency of pure technical efficiency,and the scale efficiency is generally high.Therefore,the current colleges and universities in China should strengthen the management of internal students and improve the overall efficiency.Only several colleges have very high Pure technical efficiency,which requires expansion on the scale of education.In addition,from the calculation results of slack variables,there is a general situation of redundant investment in colleges and universities in China,and there are redundancy in the input of manpower,material and financial resources.There are cases where it is necessary to reduce the input and increase the output.Therefore,all colleges and universities should pay attention to adjust the input resources,strengthen resource allocation management,and improve its DEA efficiency.The innovation of this thesis is that through the literature search of the study of higher education for international students in China,the author finds that there are many literatures on the education of international students coming to China,but most of them focus on teaching methods,education management and evaluation of education satisfaction,lacking of evaluation of the performance of higher education for international students in China.At the same time,in the analysis methods and models,most of the researches on the evaluation of international students in China use the theory of customer satisfaction and SPASS mathematical statistics to establish indicators and analyze them,Most researches focus on the evaluation of its satisfaction with education of international students,and few researches are on the management control of foreign students education from the perspective of managers.This thesis makes up for the shortcomings in this aspect.Based on the latest documents of the Ministry of Education,it establishes relevant index evaluation system with goal-oriented logic model and provides the basis for the evaluation of foreign students' education.Then the performance evaluation method of DEA is adopted,which avoids the artificial setting of function and index parameters.It is relatively fair and objective to evaluate the performance of each university on the basis of the advantages of all universities.
