Educational equity has the characteristics of spatial extension.The balanced development of basic education is an important manifestation of educational equity and social equity.The imbalance of basic education not only exists between years,but also between provinces in the same year.The essence of the inter-provincial imbalance in basic education is that space justice encounters challenges.Fiscal capacity is the core means of pursuing justice and enhancing the country's governance capacity.Based on the perspective of financial drive,this article discusses the issue of balanced development of basic education.First,based on the data of 31 provinces in China from 2000 to 2017,the average years of education and the Gini coefficient of education were calculated.SPSS20 statistical software was used to analyze the level of education and the balance of basic education in the country and the six major regions using convergence analysis methods.Development trend analysis.The results show that:(1)China's overall and regional education levels have been greatly improved,but the development of overall education levels is not sustained and stable,and population growth restricts education development;(2)The inter-provincial education level gap is gradually In the process of shrinking,the gap in education levels among regions is still large;(3)The balanced development of inter-provincial basic education is divergent.The balanced development of regional basic education varies,but it shows a convergence trend.Secondly,based on the data of 31 provinces in China in 2017,using ArcGIS 10.2 spatial statistical software,using geographic weighted regression(GWR)and other spatial econometric methods,from the perspective of financial input,in-depth analysis of the balanced development of basic education in 31 provinces across the country Influencing factors.The results show that:(1)The rapid growth of the national economy has not driven the balanced development of basic education,which may be related to population growth factors;(2)The government 's financial capacity can promote the balanced development of basic education in the region,and the provincial government 's financial capacity It plays a different role in promoting the balanced development of its own basic education;(3)Funds for basic education,government preferences,national fiscal appropriation,government fiscal revenue,and school resource allocation all have an impact on the balanced development of basic education under the regional structural differences;(4)The difference in urban and rural structure affects the balanced development of basic education,which is manifested by the different impacts of per capita GDP on education balance in different regions,which is related to the income gap between urban and rural residents;(5)The imbalance of the system is manifested in an uneven distribution of student-teacher ratio and public funds.Finally,in order to promote the balanced development of basic education in China,this article puts forward some corresponding suggestions:(1)To promote the balanced development of basic education in the country,we should increase the proportion of China 's financial education expenditure and increase the proportion of investment in basic education finance.And give priority to supporting education-poor areas in southwest and northwest,set up development zones for them,and increase investment in education infrastructure construction;(2)Integrate demographic factors into economic and social policies,especially for the west,and promote the family planning management system To improve the population forecasting and early warning mechanism;(3)In order to solve the imbalance of regional basic education fiscal revenue and expenditure,industrial coordination and development of the energy industry should be used to promote the coordinated economic development of the central and eastern regions and the western region,and broaden the financing channels for education in the western region.Enterprise financing channels;(4)In order to narrow the income gap between urban and rural residents,it should promote economic development in rural areas,liberalize the conditions for urban settlement,establish a "primary development zone" for rural education,and provide subsidies and subsidies for teachers in rural poor areas;(5)To solve For the imbalance of the resource allocation system of weak schools,we should improve the allocation of public funds,coordinate the level of teachers,give priority to financial funds to weak schools,guide the rational flow of teachers through financial funds,and implement the inter-school one-to-one support plan;(6)formulation and improvement Fundamental laws and regulations for basic education finance,improve the investment and expenditure mechanism of education funds,scientifically guide the national fiscal appropriation to the disadvantaged regions and schools,and open and transparent information system for basic education funds.
