With the rapid development of urbanization and industrialization,land and water resources are increasingly scarce in China.On the one hand,the expansion of cities and towns encroaches on a large amount of farmland.Residential,industrial and agricultural land,together intensify the carrying capacity of limited resources.On the other hand,centralized water supply and wastewater treatment also pose challenges to the utilization and recovery of water resources.It is an urgent problem to develop land and water to the maximum extent within the bearing capacity.Taking Huang-Huai areas as an example,this paper analyzes the problems and causes of land and water resources in this region,and puts forward a relatively complete evaluation index system for the bearing capacity of land and water resources in those regions.The evaluation results showed that: the comprehensive score increased year by year under the guarantee rate of 20%,which was mainly caused by the increase of total land and water resources and the decrease of agricultural water use.Under the 50% guarantee rate,the comprehensive score value decreases year by year;Under 75% and 95% reliability,from 2010 to 2020 reduced year by year,but later began to rebound,the main reason is given along with the social economic development,people's attention to save water level gradually improve,government functional departments also will increase the intensity of water saving,such as to improve the sewage back power usage effectiveness,reduce agricultural water quota,irrigation efficiency,reduce the waste of public land and water resources of water-saving measures,reduces water consumption substantially.In order to ensure the effective utilization and protection of land and water resources,the optimal allocation of land and water resources in Huang-Huai areas is proposed.Developing water-saving technology and promoting efficient utilization of water and soil resources;Strengthening the construction of drinking water projects and unifying the management and control of water resources Improving the land management system and strengthening the unified management of soil and water resources;We will strengthen government regulation and control.This study provides scientific reference for effective management of water and soil resources in Huang-Huai areas.
