The National 13 th Five-Year Plan proposes to deepen the concept of green development,pay attention to the mode of economic development,and increase the proportion of green economy in the gross national product.There is still a long way to go to achieve green development.One of the most important steps is the improvement of green total factor productivity.The improvement of green total factor productivity requires a comprehensive measurement of domestic independent research and development and foreign technology spillovers.With the rapid development of economic globalization and the increasing openness of countries,the efficiency of international capital flow between countries is getting higher and higher,and the influence of foreign direct investment on the host country is also growing.On the one hand,foreign direct investment promotes the economic development and technological progress of the host country,on the other hand,it also has an impact on the environmental quality of the host country.Since 2004,the state has successively implemented national strategies such as the rise of Central China,the Central Plains Economic Zone,the Aviation Port Economic Comprehensive Experimental Zone,and the Henan Free Trade Zone in Henan Province.In order to attract more capital inflows,the Henan Provincial Government has continuously increased its efforts to attract investment and set up preferential policies for attracting foreign investment,creating a very good investment environment for domestic and foreign investors.In recent years,the scale of FDI in Henan Province has gradually increased.In 2018,the actual use of FDI in Henan Province reached US$134.97 billion.While foreign direct investment drives the economic growth of Henan Province and brings advanced production technology to Henan Province,there is also the possibility of polluting the environment.Based on this situation,this paper mainly studies whether foreign direct investment promotes the growth of green total factor productivity in Henan Province and other major influencing factors affecting green total factor productivity in Henan Province.Based on the energy consumption and pollution output,this paper uses the panel data of 18 cities in Henan Province from 2006 to 2017,and uses the Malmquist index method in the data envelopment analysis method to measure the green total factor productivity of Henan Province.Its decomposition is green technology advancement and green technology efficiency.The calculation results show that during the sample period,the green total factor productivity of most years and regions is increasing,but the growth rate is slow.After expounding the mechanism and approach of foreign direct investment affecting green total factor productivity,based on the theoretical and current analysis results,the dynamic panel system GMM method is used for empirical research.The empirical results show that FDI has not exerted a positive impact on the improvement of green total factor productivity in Henan Province.Secondly,human capital level,independent research and development level,and foreign trade dependence have significantly promoted the growth of green total factor productivity in Henan Province.The industrial structure has inhibited the improvement of green total factor productivity in Henan Province.At the end of the article,we put forward corresponding policy recommendations on how to improve the green total factor productivity in Henan Province and how to use the expansion of FDI scale to achieve high-quality development of regional economy.
