Training is an important means of human resources development.With the continuous development of meteorological cause and the gradual development of meteorological modernization,higher requirements are put forward for the quality and ability of meteorological cadres.Cadres at the level play an important supporting role in the development of meteorological enterprises and are important human resources.They are not only the implementers of the meteorological departments’ policy policies,but also the organizers and managers of specific tasks.They play an important role in connecting the preceding and following.Under the guidance of the regulations of the cadre education and training work(Trial Implementation)and the nineteen guiding principles of the cadre team building,it has become an important practical topic to strengthen the building of meteorological cadres through training.But at this stage,the traditional and conservative training mode of the cadres at the level of the meteorological department has manifested a serious path dependence phenomenon,lacking of innovation,presenting a series of inappropriate problems.This research is based on the competency model of competency model,and innovating the training system of cadres in the meteorological department.It has some foresight and practicality in the training of the cadres in the meteorological department.Specifically,this study uses literature research method,interview method and questionnaire survey method to draw lessons from previous research experience and try to make use of the behavioral event interview method and questionnaire method constructed by competency model.And the competency model is built as a "target".It follows the normative process of competency analysis,training target setting,training content determination,training course design,training mode selection,training effect evaluation,etc.,and makes a comprehensive analysis of the current training system of meteorological cadres at the department level,and reconstructs it.The training system of meteorological cadres at the department level is based on competency.
