Research On Diversified Development Of Meteorological Service Providers In China

Starting from the attributes of meteorological services,this paper uses public goods theory,new public management theory and multi-center theory to analyze and demonstrate the scientificity,feasibility and inevitability of diversified development of meteorological service providers.The history of diversified development of meteorological service providers in China is reviewed and divided into three stages: embryonic stage,initial stage and accelerated stage.The present situation of diversified development of meteorological service providers in China is analyzed from three aspects: government departments,market forces and social organizations.Ten problems were sorted out in the following three aspects: unbalanced structure of meteorological service providers,insufficient development vitality and inadequate demand.excessive government involvement,insufficient private sector involvement,weak social organization strength,weak service innovation ability of government departments,insufficient market development ability of state-owned enterprises,weak development of private enterprises,weak independence of social organization strength,the supply of conventional meteorological services exceeds the demand,the supply of personalized customized services exceeds the demand,and the reliability of meteorological services needs to be improved,etc.The reasons for the problems in the diversified development of meteorological service providers in China are analyzed from the perspectives of law and policy,market environment and scientific and technological talents.They are that legislation does not meet the needs of diversified development,inadequate guiding and encouraging policies,inadequate market development,inadequate market opening,backward scientific research management system,shortage of talents and waste coexist.On the basis of fully drawing lessons from the development experience of foreign meteorological supply modes and combining with national policies,the overall idea,basic strength and basic guarantee of diversified development of China’s meteorological service providers are planned and designed.That is,government meteorological departments and social meteorological service organizations are engaged in free public meteorological services and cost-compensatory public meteorological services,while state-owned meteorological service enterprises and private meteorological service enterprises are engaged in commercial meteorological services.Give full play to the basic and public welfare role of government meteorological departments,give play to the leading role of state-owned meteorological service enterprises in international competition,give play to the positive role of private meteorological service enterprises in opening up the meteorological service market,and give play to the beneficial supplementary role of social organizations as the third sector.The government meteorological department should speed up the transformation of its functions,be the arranger of social meteorological affairs,the producer of basic meteorological services,the educator of multiple suppliers and the supervisor of meteorological service supply.We will deepen the reform of state-owned meteorological service enterprises,thoroughly separate government from enterprises,improve their core technological capabilities and enhance their international competitiveness.We should relax and lower the market access threshold,incubate and foster private meteorological service enterprises and support their development.Correctly handle the management of social organizations,improve the policy environment for the operation of social organizations,and strengthen the construction of social organizations.We should strengthen the basic guarantee for the diversified development of meteorological service providers in China,formulate diversified development plans and industrial guidance policies,establish a multi-level and multi-type meteorological service personnel training system and a more flexible talent management mechanism,strengthen scientific and technological innovation in meteorological services,reform the transformation system of scientific and technological achievements,and establish diversified investment management policies and preferential tax policies,construct a regulatory and restraint mechanism for diversified development.
