Meteorological service is closely related with national economy and people's life. In order to meet the need of disaster prevention and reduction, climate change adaptation and the need of people's well-being, it is important that we should provide timely, accurate and efficient meteorological service. To scientifically evaluate the social and economical benefit of meteorological services can admit the achievements of meteorological work and met the need of rapid socioeconomic development, help meteorological departments and related agencies further improve the condition of meteorological services and develop meteorological services program. Supported by the Project "Study and Assessment of public weather services in Jiangsu Province", a large-scale scientific and systematic survey has been conducted for the public and agriculture. It helps to understand the status of public and agricultural meteorological services in Jiangsu Province and provide scientific basis for increasing their input and reasonable allocation of internal resources to evaluate the benefit of meteorological services. The benefit assessment of meteorological services in the city of Nanjing as a case of the study is selected. Some useful conclusions are caught through analyzing the public meteorological services in Nanjing and agrometeorological services in Jiangxinzhou, Fujiabian and Liuhe of Nanjing.The main conclusions of this study are as follows:(1)Through collecting and analyzing the datum from the social questionnaires, the respondents who think the present situation of meteorological services are satiable and basically satiable 94.9% in Jiangsu Province. The public who think weather forecasts are accurate and basically accurate 92.9% in Jiangsu Province. It shows clearly that the condition of meteorological services in Nanjing is top out in all of areas in Jiangsu Province. According to the analysis of information collected from large-scale rural surveys in Jiangsu Province, it is found that overall coverage of the current meteorological services in rural areas of Jiangsu Province is good. There are 88.3% of subjects that satisfied current meteorological services.(2)According to the principle of underestimation, the value of public weather services is evaluated through shadow price method. The value of economic benefit of public meteorological services in Jiangsu Province is 5.404 billion yuan. And it is 0.521 billion yuan in the city of Nanjing which account for 9.6% of that in Jiangsu Province. The value of economic benefit of meteorological services to grape planting in Jiangxinzhou village of Nanjing is 0.5771million yuan and it is 0.6034 million yuan to strawberry growing in Fujiabian village.(3)Through the comparison between Jiangxinzhou village and Fujiabian village, the value of social benefit in Fujiabian village is higher than that in Jiangxinzhou village because the special agrometeorological service is provided by weather station in Lishui.(4)Associated with economic theories, a new assessment model which called C-D-C production function model is used to study agrometeorological services through selecting Luhe area in the city of Nanjing as representative areas. The rusult shows that the new C-D-C model with the inclusion of meteorological factors improve the overall fit of the traditional C-D production function and the interannual variability of agriculture economic output can be simulated accurately. Active accumulated temperature is correlated positively with agriculture economic output in Luhe area of Nanjing. The agriculture economic output will crease 3.211% when it increases 1%. The negative correlation of the standard deviation of precipitation with agriculture economic output in Luhe area is found. The agriculture economic output will decrease 0.374% as the standard deviation of precipitation decreases 1%. The value of agrometeorological services in Luhe area of Nanjing is about 11 to 17 million yuan that is calculated with the new model. Meteorological services should meet different needs of different user groups. Richer content of public's meteorological services should be added and more input to agrometeorological services be expanded so that the benefit of meteorological services will be further improved.
