| The report of the 18 th National Congress of the Communist Party of China stated that China should strengthen the development of marine resources,promote the development of the marine economy,and build a maritime power.The state attaches importance to the maritime power and promotes the construction of the Belt and Road.The report of the 19 th National Congress of the Communist Party of China clearly requires the coordination of the land and sea and the acceleration of the establishment of a maritime power.The development of the ocean is very important.The development of the marine industry is the foothold of the state to implement the maritime power.Guangdong Province is a large marine province,based on natural endowments and existing foundations,giving full play to its own advantages,firmly grasping development opportunities,and proposing a series of plans and strategies such as the “Development Plan for Guangdong Marine Economic Comprehensive Experimental Zone”.The development of the marine industry as a foothold is also crucial to the implementation of Guangdong’s strong marine strategy.Economic development,finance first.The development of the marine industry requires financial support.Combined with the new development of Guangdong’s marine industry in the new era,the research on financial support strategies and financial support in line with the actual situation in Guangdong is relatively rare.It is of great significance to carry out research in this aspect.Taking the financial support of the development of Guangdong’s marine industry as the research object,taking the important transition period of the development of the industry as the background,using literature research and other research methods,based on the theory of industrial development and the theory of industrial structure evolution,combined with Guangdong The current situation of the marine industry and the analysis of the financial demand characteristics of the three industries of the ocean,the analysis of the status of financial support for the policy,legal and economic financing environment of the industrial development,and the financial support of thegovernment fiscal revenue,capital market,insurance industry and banking industry.The problem is to learn from the successful experiences of Norwegian,South Korean and Singapore in the financial support of the marine industry,explore new ideas for the development of marine industry in Guangdong from the perspective of deepening financial support,and propose financial support measures.Based on theoretical research,current situation analysis and successful experience,it is concluded that the opportunities for the development of marine industry in Guangdong Province should be seized,and the existing “three,two,one”industrial structure foundation should be used to combine the five dominant oceans in Guangdong Province at the present stage.Industry,six major marine industry characteristics and four major financial needs,the existing policies and regulations for the development of marine industry are not perfect,the financing environment still needs improvement,the financial investment is small,the funding gap is large,the marine financial insurance is not perfect,and the financial innovation ability is weak.After a series of issues,we will actively learn from the development experiences of Norway,South Korea and Singapore,improve the marine industry financing policies,improve the financing environment of the marine industry,broaden the financing channels of the marine industry,and leverage the investment and financing functions of the marine industry fund to explore marine financial insurance.The new model will strengthen the financial support by strengthening the innovation of sea-related insurance products,establishing marine financial intermediary services,and innovating marine financial products. |
