Water is the source of life,the essentials of production,the basis of ecology,the natural resources supporting human survival and development,the material basis for promoting sustainable social and economic development,as well as strategic econcomic resources.In recent years,with the rapid development of social economy,the situation of water resources has become more and more serious,and the prominent water problems threatening human survival and development have become more and more,mainly manifested in the shortage of water resources,frequent water disasters and fragile water ecology.In order to further strengthen the management of water resources,the State Council promulgated the Opinions on Implementing the Strictest Water Resources Management System,and took the "Three Red Lines" as the assessment basis of the strictest water resources management system.The assessment and management of the "three red lines" includes the total water consumption control red line,water efficiency control red line and water function area limited pollution reception red line,which correspond to several assessment indicators.Threrefore,the assessment and evaluation needs support of methods and means.This paper takes the 13th Division of Xinjiang Carps as the research object,closely combines wit,h the actual needs of water resources assessment and evaluation,and carries out research from three aspects:assessment index system assessment and evaluation method,assessment and evaluation of professional application in order to provide scientific support for water resources assessment and evaluation.The main contents and achievem ents of this paper are as follows:(1)Study on evaluation index system and evaluation method of walater resources assessment.The assessment indexes of water resources are determined,and the three assessment indexes of water use efficiency,water function area limitation of pollutant reception and total water consumption are calculated respectively.The "three red lines" control index of water use inXinjiang issued by the State Council is taken as a reference basis.According to the implementation of the most stringent water resources management in the thirteenth division of Xinjiang,the corresponding evaluation criteria of each assessment index are drawn up to realize the quantitative evaluation of the assessment results.(2)Fuzzy comprehensive evaluation of water resources assessment based on Gini coefficient.In view of the problem that the weight of the former fuzzy comprehensive evaluation method only considers the weight of single evaluation index to the evaluation factors,the Gini coefficient method is introduced to improve the method of water resources assessment and empowerment,and a fuzzy comprehensive evaluation model of water resources assessment based on Gini coefficient empowerment is constructed,which makes the weight distribution of the evaluation index more reliable and reasonable.This method is used to evaluate comprehensively the water resources assessment objectives of 8 regiments in 13 divisions in 2017,and the annual assessment results are evaluated according to excellent,good and qualified conditions,so that the evaluation results can reflect objectively and comprehensively the water resources assessment standards.(3)Study on the operational evaluation of water resources in the Thirteenth Normal University.On the basis of integrated platform,business relationship is expressed by knowledge visualization technology in the form of graph element,model and business application method are encapsulated by component technology,dynamic of water resources assessment and evaluation business is dealt with by component combination and component reuse,and water resources assessment and evaluation business and service technology are integrated to achieve system integration of business theme.For the purpose of sharing data environment and realizing business application service,this research organically combines the theme application function of water resources assessment system with water resources business process.
