Research On The Impact Of Environmental Regulation On GTFP

China's traditional extensive economic growth mode inevitably causes a lot of energy consumption and environmental poll.ution while bringing about rapid economic growth through the total amount advantage,which limits the sustainable development of China's economy.The report of the Nineteenth National Congress of the Communist Party of China judges that China's economy has changed from a stage of high-speed growth to a stage of high-quality development.It em phasizes that the new stage should focus on the harmony and unity of economic and ecological civilization and continue to improve the quality of economic growth,which is essentially to improve green total factor productivity.In this context,the implementation of reasonable environmental regulation policies to promote green total factor productivity has become an important way for the current green transformation of Chin a's economy.In recent years,China has introduced a series of different types of environmental regulation tools.Can and how can environmental regulation promote China's green total factor productivity and achieve a win-win situation between environmental pollution control and high-quality econ omic growth?The answer to this question needs further theoretical analysis and empirical evidence.Based on this,this paper first divides environmental regulation into three types:administrative,market and public participation,and constructs a theoretical analysis framework for the impact of environmental regulation on green total factor productivity.Secondly,using the provincial panel data from 2003 to 2016,it measures the national and eastern,central and western areas of green total factor productivity and its decomposition items.Thirdly,it uses panel regression model to empirically te st the three types of green total factor productivity.The impact of environmental regulation on green total factor productivity is analyzed and compared with the empirical results.The results show that:firstly,the total green factor productivity in China and the eastern,central and western regions is on the rise,and the sources of growth ar e different.Secondly,there is a non-linear relationship between environmental regulation and green total factor productivity.As for China as a whole,the impact of administrative environmental regulation and market environmental regulation on green total factor productivity is inverted "U"structure.The relationship between public participation environmental regulation and green total factor productivity is positive "U" type,and this conclusion shows heterogeneity in different regions.Thirdly,different types of environmental regulation tools have different driving forces to promote the growth of green total factor productivity.Finally,according to the conclusions of the empirical analysis,this paper puts forward corresponding policy recommendations:implementing diversity of environmental regulation policies;optimizing combination of environmental regulation tools;improving the environmental regulation policy system;encouraging green technology innovation of enterprises.
